Մենք վերջին տարիներին խեղաթյուրել ենք պետական պաշտոնների դրույքաչափերի վճարման համակարգը՝ պարգևավճարների տեսքով, հավելավճարների տեսքով: Այս մասին, այսօր՝ նոյեմբերի 11-ին, ԱԺ պետաիրավական մշտական հանձնաժողովի նիստում ասաց ՔՊ-ական պատգամավոր Լիլիթ Մինասյանն՝ անդրադառնալով «Պետական պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին նախագծին։
«Արդյունքում, երբ քաղաքացին նայում է՝ տեսնի, թե որևէ պաշտոնյա ինչ աշխատավարձ է ստանում՝ չի կարող պատկերացնել, քանի որ թվային դրույքաչափը, որ գրված է՝ իրականության հետ արտացոլում։ Սա պետք է ուղղել։
Հիմա շատ մարմիններ կան, շատ պաշտոնյաներ կան, որոնք փաստացի վարչապետից բարձր աշխատավարձ են ստանում։ Ես կարծում եմ՝ քաղաքացին ունի իրավունք տեսնելու, թե ցանկացած պետական պաշտոնյա ինչքան աշխատավարձ է ստանում»,-ասաց նա:
«Հայաստան» խմբակցության պատգամավոր Արծվիկ Մինասյանն էլ նկատեց, որ օրինակ դատախազի դրույքաչափի ավելի քան 92 տոկոս հավելավճար է նախատեսված. «Եթե խոսում ենք, ապա պետք է ամբողջ համակարգի մասին խոսենք, ու հատվածական մոտեցումներ չպետք է կիրառենք»։
Նա նաև ընդգծեց, որ հանրային ծառայության համակարգի մշակման հիմքում դրված է նաև «պատասխանատվություն- լիազորություն-հաշվետվողականություն շղթան». «Սա սկսվում է ամենաբարձր պաշտոն զբաղեցնող անձից, որը թե քաղաքական, թե իրավական, թե սոցիալական պատասխանատվություն է կրում՝ երկրի նախագահը, որն իջնում է մինչև ներքևի հանրային ծառայություն։
Եթե մենք այս համակարգում՝ դատախազի կամ այլ իրավապահ համակարգի այլ պաշտոնյայի աշխատավարձ ենք փոխում, ապա մենք պետք է ողջ համակարգը փոխենք, հակառակ պարագայում ստացվում է Գլխավոր դատախազը ստանում է 2.5 մլն դրամ, իսկ քաղաքական թիվ մեկ պատասխանատուները, որ հանրության առաջ պատասխանատվություն են կրում՝ ստանում են մի քանի անգամ ավելի ցածր։ Համակարգային առումով ձևախեղում է տեղի ունեցել։ Հետո արդեն ստորին պաշտոն զբաղեցնող հանրային ծառայողին չենք կարողանում նաև բացատրել, թե ինչու է տարբերությունն այսքան ահռելի»,- հայտարարեց Արծվիկ Մինասյանը:

Մինասյանն էլ ասաց. «Թաքուն չի՞, էդ դեպքում խնդրում եմ հրապարակել, , թե ինչ է սա»:
