Փաշինյանական իշխանությունը վերաձևում է ԸՕ-ն՝ հանուն իր վերարտադրության

Արտահերթ խորհրդարանական ընտրություններին պատրաստվող փաշինյանական իշխանությունը փորձում է օրենսդրական ճանապարհով ապահովագրել իր վերարտադրությունը։ Իշխանությունները նոր փոփոխություններ են առաջարկել Ընտրական օրենսգրքում, որում ընդգրկել են ռազմական կամ արտակարգ դրության պայմաններում ընտրությունների արդյունքներն անվավեր ճանաչելու հարցը:
Արդեն առաջին ընթերցմամբ ընդունված կարգավորմամբ՝ իշխանությունն արտակարգ կամ ռազմական դրության պայմաններում հնարավորություն կունենա ընտրության օրվանից հետո յոթ օրվա ընթացքում կասեցնել գործընթացը, իսկ հետագայում անցկացնել նոր ընտրություններ: Սա, ըստ ընդդիմադիրների, կնշանակի զրոյացնել ժողովրդի կամքը:
Ընդդիմության դժգոհությունից հետո՝ երկրորդ ընթերցումից առաջ որոշ փոփոխություններ արվել են, ըստ արդարադատության փոխնախարար Արմենուհի Հարությունյանի, եթե ռազմական կամ արտակարգ դրությունը հայտարարվել է մինչև քվեարկության օրը՝ ժամը 20։00-ն, ապա ընտրական գործընթացը կասեցվելու է, համապատասխան դրույթներից հետո վերսկսվելու է, և եթե դրությունները հայտարարվում են 20։00-ից հետո, այսինքն՝ մինչև ընտրությունների նախնական արդյունքների ամփոփումը և արձանագրությունների կազմումը, ապա քվեարկության արդյունքների ամփոփումը շարունակվում է այն տեղամասերում, որոնցում հնարավոր է իրականացնել ամփոփում, որից հետո գործընթացը կրկին կասեցվում է։ Փոխնախարարը պնդում է, թե կատարվող փոփոխության նպատակն այն է, որ ապահովվի՝ ավարտված քվեարկության արդյունքները չզրոյացվեն։ Նոր առաջարկով՝ եթե քվեարկության ավարտից հետո արտակարգ կամ ռազմական դրություն հայտարարվի, ընտրության արդյունքներն, այդուհանդերձ, կամփոփվեն և կամրագրվեն:
Ամեն դեպքում առաջարկվող փոփոխությունները մանևրելու բավական լուրջ հնարավորություն են տալիս գործող իշխանություններին։ Ինչ-որ պահի հասկանալով, որ պարտվում են, նրանք կարող են համաձայնության գալ իրենց ադրբեջանցի կամ թուրք գործընկերների հետ՝ սադրանքներ կազմակերպելով և ռազմական կամ արտակարգ դրություն հաստատելով, հընթացս ընտրությունների արդյունքները չեղարկելով։ Խորհրդարանում այս օրենքը, իհարկե, կանցնի, քանի որ ՔՊ-ն սահմանադրական մեծամասնություն ունի։ Բայց հարկավոր է հանրային լայն ընդվզում՝ փաշինյանական վարչախմբի նոր վերատադրությունը կասեցնելու համար։
