Խաղաղության պայմանագիր կնքելու շանսերն ավելի են փոշիանում

Հայաստանն ու Ադրբեջանը դեռ համաձայնության չեն եկել խաղաղության պայմանագրի ողջ տեքստի շուրջ, այսօր հայտարարել է ՀՀ փոխարտգործնախարար Վահան Կոստանյանը։ «Այս պահին պայմանավորվածություններ չկան երկրների ղեկավարների կամ արտգործնախարարների հնարավոր հանդիպման վերաբերյալ։ Բայց մեզ հետաքրքրում է նման հանդիպումների ինտենսիվությունը»,- նշել է նա։
Խաղաղության պայմանագիրը, ըստ ամենայնի, մոտ ապագայում չի էլ կնքվելու, հատկապես Ադրբեջանի՝ օրըստօրէ խորացող հռետորաբանության ֆոնին։ Ադրբեջանի Անվտանգության խորհրդի քարտուղար Ռամիլ Ուսուբովը նախօրեին հայտարարել է, թե «Ադրբեջանը՝ որպես հաղթանակած երկիր և տարածաշրջանի ռազմական ուժի կենտրոն, կարող է Հայաստանին ստիպել կայուն խաղաղության ու կնքել խաղաղության պայմանագիր՝ հիմնված միջազգային իրավունքի վրա»։ Ուսուբովը, հավանաբար, «միջազգային իրավունք» ասելով՝ նկատի է ունեցել Ադրբեջանի նախապայմանները։
Ադրբեջանի, նաև Թուրքիայի աճող ախորժակին զուգահեռ խաղաղության պայամանգրի կնքման դեմ դժգոհությունները խորանում են նաև Հայաստանում։ Հայաստանի քաղաքացիների 64 տոկոսը չի հավատում, որ մինչև տարեվերջ կունենաք Խաղաղության պայմանագիր։ GALLUP International Association»-ի հարցումների համաձայն, հարցվածների միայն 25 տոկոսն է կարծում, որ հավանական է, որ մինչև տարեվերջ մենք կունենաք այդ պայմանագիրը, 23.4 տոկոսն այս հարցին պատասխանել է ավելի շուտ՝ ոչ, ևս 41.2 տոկոսը կարծում է, որ միանշանակ ոչ։
Հարցվածների 90 տոկոսը բացասական պատասխան է տվել հարցին, թե Հայաստանը պե՞տք է գնա նոր զիջումների՝ Ադրբեջանի և Թուրքիայի հետ ավելի սերտ հարաբերություններ հաստատելու համար։ Քաղաքացիների գերակշիռ մեծամասնությունը կարծում է, որ մենք այլևս ոչինչ չունենք զիջելու, 7 տոկոսը՝ պատասխանել է՝ այո, մենք այլընտրանք չունենք, իսկ 3 տոկոսը դժվարացել է պատասխանել այդ հարցին։
Միաժամանակ, հարցվածների 72-73 տոկոսը բացասական են վերաբերվում Սահմանադրական դատարանի որոշմանը, որով Սահմանադրական դատարանն Անկախության հռչակագրում Արցախի հիշատակումն իրավական ուժ չունեցող համարեց։ Հարցվածների միայն 5 տոկոսն է այդ որոշումը լիովին դրական համարում, 9.8 տոկոսը պատասխանել է՝ ավելի շուտ դրական։ Ավելի շուտ՝ բացասական՝ պատասխանել է 21.3 տոկոսը և 51.5 տոկոսը՝ ընդհանրապես բացասական։
Այս ամենը վկայում է, որ առաջիկայում ոչ թե պայմանագրի կնքում, այլ նոր ռազմական էսկալացիա է սպասվում, իսկ ՀՀ իշխանությունները հանրությանը պատրաստում են նոր պարտության։
