Գյումրու ավագանու «Ապրելու երկիր» խմբակցությունը նույնպես չի մասնակցի ՔՊ խմբակցության հրավիրած արտահերթ նիստին՝ համայնքի ղեկավարի արտահերթ ընտրության օրակարգով: Այս մասին NEWS.am-ին հայտնեց խմբակցության ղեկավար Կարեն Մալխասյանը՝ հավելելով, որ նույնիսկ նիստի հրավիրումն է օրենքի խախտումով տեղի ունեցել:

«Մեր խմբակցությունը իրենց գրավոր տեղեկացրել է, որ  իրենք օրենքի խախտումով են նիստ հրավիրել, քանի որ նախ ավագանին պետք է որոշի՝ որ օրն է անցկացնելու ընտրությունը, հետո օրը որոշվի ու ընտրություն կատարվի: «Քաղաքացիական պայմանագիր»-ը ունի իրավունք նիստ նախաձեռնելու բայց օրը որոշելու իրավունքը վերապահված է ամբողջ ավագանուն: Մեր դիրքորոշումն է, որ մենք չենք մասնակցելու այդ նիստին, եւ նույնիսկ եթե օրենքի խախտում էլ չլիներ, մենք կրկին չէինք մասնակցելու նիստին, քանի որ չենք ցանկանում քվորում ապահովել, որպեսզի Երեւանի սցենարը չկրկնվի Գյումրիում»,- ասաց նա:

Մալխասյանը հավելեց, որ իրենք կողմնակից են, որ Գյումրիում օրենքով նախատեսված ժամկետում, այն է ավագանու գործունեությունը դադարեցնելուց հետո 30-40 օրվա ընթացքում տեղի ունենա արտահերթ ընտրություններ, որպեսզի Գյումրիում իշխանություն ձեւավորվի ժողովրդի քվեով եւ այս ճգնաժամից կարողանան հնարավորինս դուրս գալ:

«Իմ կարծիքով՝ իրենք էլ հասկացել, որ քաղաքը կոլապսի չենթարկելու առումով հնարավորինս շուտ պետք է կազմակերպել ընտրություններ: Այսինքն եթե մենք չենք ընտրում համայնքի ղեկավար, դրանից հետո կառավարությունը իրավունք ունի ավագանու լիազորությունները դադարեցնել, իմ կարծիքով այդ պատճառով էլ հնարավոր է, որ շուտ դադադրեցվեն ավագանու լիազորությունները, որպեսզի մենք կարողանանք գնանք արտահերթ ընտրությունների»,-ասաց նա:

 Մալխասյանը շեշտեց, որ այս պահին Գյումրու կառավարումը կոլապսի է ենթարկվել, չկա համայնքապետ, համայնքապետի տեղակալներ.«Ճիշտ է,  բաժինները որքան հնարավոր է բնականոն աշխատում են եւ այսօր էլ դեռ 2000-ից ավելի աշխատակից աշխատավարձ չեն ստացել, գրություններ են ուղարկվել ֆինանսների նախարարություն եւ տարածքային կառավարման նախարարություն, որպեսզի այդ հարցին լուծում գտնեն»:

Գյումրու ավագանու «Զարթոնք»  խմբակցության ղեկավար Գոռ Մանուկյանն էլ NEWS.am-ին հայտնեց, որ երբ որոշում կայացնեն մասնակցության վերաբերյալ, կհայտարարեն այդ մասին:

Ավելի վաղ հայտնել էինք, որ Գյումրու ավագանու ՀՀԿ խմբակցությունը եւս չի մասնակցելու ՔՊ խմբակցության հրավիրած արտահերթ նիստին:

Ավելի վաղ հայտնել էինք, որ իշխող՝ «Բալասանյան» դաշինքը  հոկտեմբերի 28-ին վար էր դրել իր 14 մանդատները:
