«Գեղարդ» հիմնադրամը գրում է․

Ադրբեջանի կողմից Հայաստանի Հանրապետության տարածքների նկատմամբ տևական պահանջներն, ինչպես նաև դրանց հիման վրա կեղծ պատմության ստեղծումը վերջին շրջանում ծայրահեղության է հասել: Արդյունքում «ծնվում են» իրականությանը հակասող նախագծեր, որոնցից մեկն էլ, այսպես կոչված, «Գոյչա-Զանգեզուրի Հանրապետությունն» է։

2022 թվականի սեպտեմբերին մի խումբ ադրբեջանցիներ հայտարարություն տարածեցին ՀՀ-ի տարածքում «Գոյչա-Զանգեզուրի Հանրապետության» (ԳԶՀ) ստեղծման մասին, որի սահմաններն ընդգրկելու էին Գեղարքունիքի, Վայոց ձորի և Սյունիքի մարզերը։ Ադրբեջանցիներ Ռիզվան Թալիբովը և Մեհմեդ Ալի Արսլանն Անկարայում իրենց հայտարարեցին «Արևմտյան Ադրբեջանի Գոյչա-Զանգեզուրի Հանրապետության» նախագահ և փոխնախագահ։ Իր խոսքում «նախագահ» Թալիբովը նշել էր, որ Թուրքիան առաջին երկիրն է, որը ճանաչել է այդ հանրապետությունը, ավելին՝ «Թուրքիան և Արևմտյան Ադրբեջանի Գոյչա-Զանգեզուրը մեկ ազգ, երկու պետություն են»։ Իսկ «փոխնախագահ» Մեհմեդ Ալի Արսլանը հավելել էր, որ Զանգեզուրն օսմանյան հող է։

Ըստ տարածված հայտարարության, որի մեջ արտացոլված էր նորաստեղծ «հանրապետության» ապագա կառավարության կառուցվածքը, մեկամսյա ժամկետում պետք է հայտարարվեր նաև խորհրդարանի (Ազգային ժողովի) գումարման մասին։ Նախատեսվում էր հանրապետության մայրաքաղաք հռչակել Կապան (ադրբ․՝ Գաֆան) կամ Վարդենիս (Բասարգեչար) քաղաքներից մեկը։ Ի դեպ, անհեթեթությունը հասնում էր նրան, որ հայտարարության տեքստում նշվում էր, թե հետագայում Հայաստանի հետ կհամաձայնեցնեն՝ այս երկու քաղաքներից որը կնախընտրի Հայաստանը՝ որպես ԳԶՀ-ի մայրաքաղաք։ Ավելին՝ հայտարարության 11-րդ կետում նշվում էր, որ «Գոյչա-Զանգեզուրի Հանրապետությունը» դիտարկում և ընդունում է խաղաղ պայմաններում հայ բնակչության հետ համակեցությունը՝ Հայաստանի Հանրապետության միջազգայնորեն ճանաչված սահմաններում՝ դաշնային իրավական հիմունքներով։ Նախագծի նախաձեռնողները բանակցություններ էին վարել նաև Իրաքի քրդերի՝ իսլամիստական շարժման առաջնորդ Ալի Բապիրի հետ։

Ըստ ադրբեջանական մամուլում շրջանառվող տեղեկությունների՝ Ռիզվան Թալիբովը ծնունդով Խորհրդային Հայաստանի Ճամբարակի շրջանի Յանխակայա (Մեշաքենդ), այժմ՝ Անտառամեջ, գյուղից է։ Սովորել է Բաքվի պետական համալսարանի միջազգային հարաբերությունների բաժնում․ քաղաքագիտության դոկտոր է։ Բայց, ինչպես պարզվում է, նա մեծ հեղինակություն չի վայելում Ադրբեջանում։ 2005 թվականին, երբ ձերբակալեցին Ալի Ինսանովին[1], Թալիբովն ստեղծեց և գլխավորեց վերջինիս իրավունքների պաշտպանության կոմիտեն։

Ադրբեջանական մեկ այլ «ծրագրի» ղեկավար Գաֆար Չախմախլին, որն ստեղծել էր «Իրևանի թուրքական հանրապետության վտարանդի կառավարությունը», Թալիբովին նշանակել էր այդ «հանրապետության» փոխնախագահ։ Սակայն 2021 թվականին նա հրաժարական էր տվել և մեկ տարի անց հայտարարել «Գոյչա-Զանգեզուրի Հանրապետության» ստեղծման մասին, որը Գաֆար Չախմախլին սադրանք համարեց և «Cebhe.info»-ին տված հարցազրույցում Թալիբովին մեղադրեց «արևմտյան ադրբեջանցիներին» պառակտելու մեջ։
