Գյումրիում «Բալասանյան» դաշինքի ավագանու անդամների և քաղաքապետի զանգվածային հրաժարականներից հետո պարզ է, որ արտահերթ ընտրություններ են լինելու։ «Քաղաքացիական պայմանագիրը» արդեն թեկնածու ունի՝ պատգամավոր Կարեն Սարուխանյանը, իսկ ընտրությունները որպես փորձադաշտ են դիտարկելու՝ հասկանալու, թե ինչ ռեսուրսներ ունեն, որքանով վարկանիշ ունեն հանրության շրջանում։ Նաև հասկանան, թե ինչ շանսեր ունի, քանի որ Գյումրին միշտ խնդրահարույց է եղել ցանկացած իշխանության համար: Գյումրին սոցիալապես միշտ դեպրեսիոն ռեգիոն է եղել, իշխանության նկատմամբ ունեն որոշակի վերապահումներ։
