Ձմռանը 40+10 աջակցության ծրագիրը չշարունակելը անմարդկային է․ բնակարանի վա՞րձը վճարենք, թե՞ կոմունալ ծախսերը

«Պետք է վերանայվի արցախցիների բնակապահովման ծրագիրը։ Այն, ինչ առաջարկում է պետությունը՝ տրամաբանական չէ։ Իսկ ձմռանը 40+10 աջակցության ծրագիրը չշարունակելը, անմարդկային»,- MediaHub-ին ասում է Արցախից տեղահանված Նաիրան։
Նա Ստեփանակերտում մշտական աշխատանք ուներ, մի քանի խանութներում, մասնավոր հիմնարկ-ձեռնարկություններում հաշվապահություն էր անում, տեղահանվելուց հետո ոչ միայն մասնագիտությամբ, այլ ընդհանրապես աշխատանք չի գտնում։
«Նույնիսկ դիմել եմ հրուշակեղենի արտադրամասում աշխատանքի, ասում են՝ «տարիքդ չի համապատասխանում»։ Ես չեմ ամաչում ոչ մի աշխատանքից, հանդիսությունների սրահում մաքրուհի եմ աշխատել։ Նոյեմբերի 1-ից այդ աշխատանքն էլ չի լինելու։ Հիմա ասեք, ինչպե՞ս պետք է ապրի մարդը, որ իր կամքով չի դուրս եկել իր տնից, այլ ստիպված, հարկադրված եկել ու մնացել է անտերության մեջ»,- ասում է Նաիրան։
Ծրագրի դադարեցման մասին արդեն հայտնի է։ Քննարկումներ կան, որ լինելու է մեկ այլ ծրագիր, որով հատուկ խոցելի խմբերի համար են լինելու աջակցության ծրագրեր. «Ինչպե՞ս են ընտրելու այդ խմբերին: Կարծում եմ` ցանկացած տեղահանված անձ, որ չունի մշտական բնակության վայր, խոցելի է»։
Մեր զրուցակցի խոսքով՝ ինքը և մյուս տեղահանվածները կփորձեն պաշտպանել իրենց իրավունքները, եթե ընդառաջ չգնան իրական կարիքներին։
«Ձմեռվա ամենածանր ժամանակահատվածում մարդիկ պետք է մտածեն, թե ինչպես են կարողանալու կոմունալ ծախսերը հոգալ, բնակվարձերը վճարել։ Այն դեպքում, երբ իմ օրինակով՝ Աջափնյակում 2 սենյականոց բնակարանի համար վճարում ենք 200 000 դրամ։ Ինձ համար, օրինակ, 50-ից բարձր տարիքի մարդիկ՝ թե՛ կանայք, թե՛ տղամարդիկ արդեն խոցելի են, քանի որ մրցունակ չեն Հայաստանի աշխատաշուկայում։ Նրանք նաև կենսաթոշակային տարիքի չեն։ Կարծում եմ, բոլոր անձինք ու ընտանիքները պետք է ընդգրկվեն աջակցության ծրագրերում այնքան ժամանակ, քանի դեռ բոլորը բնակարանով չեն ապահովվել»,- ասաց նա։
Նշենք, որ պետության կողմից տրամադրվող 40+10 աջակցությունը չի տրամադրվում սնունդ գնելու կամ ուրիշ ծախսերի համար, այլ բացառապես բնակարանի վարձի համար։
«Բնակապահովման ծրագիրը պետք է վերանայվի, քանի որ դա արդեն իսկ ձախողված է»,- հավելեց Նաիրան։
