2024 թվականի հոկտեմբերի 25-ին Մարդու իրավունքների պաշտպանի աշխատակազմ տեղեկատվություն է ստացվել առ այն, որ Արարատի մարզի Մասիս քաղաքի մարզադպրոցի շենքում ժամանակավորապես բնակություն հաստատած Լեռնային Ղարաբաղից բռնի տեղահանված անձինք մի քանի օր է մնացել են առանց էլեկտրաէներգիայի մատակարարման։ 

 Մարդու իրավունքների պաշտպան Անահիտ Մանասյանի հանձնարարությամբ՝ անհապաղ կապ է հաստատվել շենքի բնակիչների և տեղական ինքնակառավարման մարմնի իրավասու ներկայացուցչի հետ:

 Բնակիչները նշել են, որ՝ ցուրտ եղանակային պայմաններով պայմանավորված, առանց էլեկտրաէներգիայի մատակարարման շենքում բնակվելը դարձել է անհնար: Հայտնում են ՄԻՊ գրասենյակից։ 

 Խնդրին առավել մանրամասն ծանոթանալու նպատակով Պաշտպանի հանձնարարությամբ նույն օրը մշտադիտարկման այց է իրականացվել:

 Այցի ընթացքում բռնի տեղահանված անձանց հետ տեղի են ունեցել առանձնազրույցներ, ուսումնասիրվել են նրանց պայմանները, կարիքների գնահատման, բժշկական օգնության և սպասարկման, սննդի, անձնական հիգիենայի պարագաների տրամադրման հետ կապված հարցերը։

 Հատուկ ուշադրություն է դարձվել խոցելի խմբերի, այդ թվում` երեխաների, տարեցների, հաշմանդամություն ունեցող անձանց իրավունքների ապահովման վիճակին։

Մարդու իրավունքների պաշտպանի աջակցությամբ՝ բարձրացված հարցը ստացել է լուծում և էլեկտրաէներգիայի մատակարարումը վերականգնվել է։

 Պաշտպանը կարևորում է պետական և տեղական ինքնակառավարման մարմինների հետ կառուցողական աշխատանքը՝ խնդիրներին օպերատիվ լուծումներ տալու տեսանկյունից:

 Բռնի տեղահանված անձանց իրավունքների ապահովման հարցերը գտնվում են Մարդու իրավունքների պաշտպանի ամենօրյա ուշադրության ներքո։
