Չիրականացված 20 ծրագիր՝ 2020-ից տեղահանված հայրենակիցներին․ որտե՞ղ է ստում սոցնախարարությունը

«2023 թվականի տեղահանությունից հետո, ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության աշխատակիցների հետ տարբեր հանդիպումների ժամանակ թե՛ նախարարը և թե՛ փոխնախարարները փորձում էին համոզել, թե 2020 թվականի տեղահանվածների համար իրականացվել է աջակցության շուրջ 20 ծրագիր։ Ես առաջարկում էի, որ ներկայացնեն՝ որո՞նք են այդ 20 ծրագրերը, որի շահառուներից մեկը պետք է լինեի նաև ես՝ որպես Հադրութից տեղահանված։ Բայց ամեն անգամ գերատեսչությունը տարբեր պատճառաբանություն էր առաջ բերում, կամ ստանդարտ պատասխաններ էին տալիս՝ շրջանցելով հարցը»,-MediaHub-ի հետ զրույցում ասաց ակտիվիստ, հասարակական գործիչ Լիաննա Պետրոսյանը։
Մեր զրուցակիցն ընդգծեց, որ այո՛, աջակցություններ եղել են, իր հաշվարկով՝ թվով 5-6 ծրագիր, որոնք չէին տարածվում բոլոր տեղահանված հայրենակիցների վրա։
«Ինքս լինելով պոտենցիալ շահառու՝ փորփրել եմ ՀՀ Կառավարության կողմից տրամադրվող աջակցության ծրագրերը, սակայն 6-ից ավելի ծրագիր չի գտնվել, ընդ որում՝ բոլորը կարճաժամկետ են եղել։ Աջակցությունը՝ բացի միանվագից ու վերջին բնակվարձից, աշխատունակ տարիքի տղամարդկանց վրա չէր տարածվում։
Գոնե 10 ծրագիր չի գտնվել, որը տրամադրվել է 2020 թվականին տեղահանվածներին»։
Լիաննա Պետրոսյանը նաև նշեց, որ անգամ 2023 թվականին Արցախից տեղահանվածների համար մշակված զբաղվածության ծրագիրը շրջանցում է 44-օրյա պատերազմից հետո ունեզրկված ու փախստական դարձած շրջանների բնակիչներին։
«Հիմա ի՞նչ է ստացվում․ արդյո՞ք նախորդ ծրագրերը քննելու մեխանիզմներ չկան։ Եթե իրականացվել է զբաղվածության ծրագիր, ապա այն սպասարկման ոլորտին էր վերաբերում, ու իմ տեղեկություններով՝ իրականացվել է տարբեր կազմակերպությունների կողմից։ Եւ այսօր, արդյո՞ք, որևէ կերպ օգնում է տեղահանվածին։ Ամեն դեպքում եթե սոցնախարարությունն ունի այդ 20 ծրագրերը, թող հրապարակեն, գուցե ես ու իմ ընտանիքը, կամ իմ ծանոթները ևս շահառու ենք եղել, բայց տեղեկացված չենք եղել։ Սա ևս իրենց խնդիրն է, որ բավարար իրազեկվածություն չեն ապահովել»,-ընդգծեց Լիաննան։
Հադրութից ու մյուս շրջաններից տեղահանված արցախցիները 2023 թվականի մայիսից մինչև 2024-ի մարտ ամիսն աջակցության որևէ ծրագրից չեն օգտվել։ Լիաննայի խոսքով՝ անգամ Արցախի կառավարության կողմից 40 հազար ՀՀ դրամ աջակցությունները չեն ստացել․ «Թե որտե՞ղ է կորել, ոչ ոք պատասխանատվություն չի կրում դրա համար»,- հավելեց նա։
