Ադրբեջանը հանգրվանել է «ազատ չհանդիսացողների» շարքերում. Freedom House

Քաղաքացիական եւ քաղաքական ազատությունների հետազոտության գծով Freedom House միջազգային ոչ առեւտրային կազմակերպության 2016 թվականի համար զեկույցում եւս Ադրբեջանը մնացել է ոչ ազատ երկրների շարքում, ավելին` 7 կետով հետ է ընկել:
Freedom House կազմակերպության 2016 թվականի զեկույցը անվանվել է «Անհանգիստ բռնապետեր, երերուն ժողովրդավարություններ. գլոբալ ազատությունը ճնշման տակ է» ( Anxious Dictators, Wavering Democracies: Global Freedom under Pressure):
Զեկույցում ասվում է, որ աշխարհում նավթը էժանանալու հետ` ազատությունը քչանում է:
Նշվում է, որ աշխարհում նավթի արդյունահանման աճը Անգոլայից մինչեւ Ադրբեջան ռեպրեսիվ նավթապետություններում ընդհանուր բարեկեցության համար վտանգ է ստեղծել: Ծախսերը կրճատելու հարկադրվածությունից, կենսապայմանների անկումից եւ դրանց սոցիալական դժգոհություն ստեղծելուց վախեցած այդ ռեժիմների մեծ մասը հարձակման են անցել մարդու իրավունքների ակտիվիստների եւ այլ քննադատների վրա:
Զեկույցի «կեղծ կայունության որոնումներում» բաժնում ասվում է, որ 2015 թվականին Եվրասիայի պետություններում անցկացված ընտրությունների մեծ մասում ներկայացվել է «երկար ժամանակ իշխանության մեջ եղածների» հզորությունը:
Անկում ապրող տնտեսության եւ անվտանգության սպառնալիքների հետ առերեսված նման ռեժիմները մոբիլիզացվել են փոքր ինչ առողջ մնացած ընդդիմադիր եւ տարբերվող մտածողության դեմ:
Freedon House-ի զեկույցում տարիներ շարունակ 195 երկրների մեջ Ադրբեջանը մնում է ոչ ազատ երկրների շարքում: Նշվում է, որ Կովկասում ոչ ազատ միակ երկիրը Ադրբեջանն է:
Ինչպես հաղորդում է «Արմենպրես»-ը, ըստ «Ազադլըգ»-ի` զեկույցում ասվում է, որ Ադրբեջանն արդեն մի քանի տարի է` գտնվում է ոչ ազատ երկրների խմբում, որտեղ Ադրբեջանից վատ ցուցանիշներ նախկին խորհրդային հանրապետություններից ունեն միայն Ուզբեկստանը եւ Տաջիկստանը, իսկ Ռուսաստսանի, Բելոռուսի եւ Ղազախստանի ցուցանիշները շատ ավելի բարձր են Ադրբեջանից: Նույնիսկ Իրանի ցուցանիշներն են բարձր Ադրբեջանից: Ոչ ազատ երկրների մեջ ամենալավ ցուցանիշներն ունեն Բանգլադեշը եւ Հորանանը:
Հետաքրքիր է, որ Տաջիկստանն ու Ադրբեջանը գտնվում են քաղաքական վիճակը նույնը ներկայացված երկրների բաժնի իրար հաջորդող տողերում: Այդ երկու երկրներում միեւնույն քաղաքական գործընթացներն են տեղի ունենում:
«Ադրբեջանում խիստ վերհսկողության տակ անցկացված խորհրդարանական ընտրությունները տեղի են ունեցել քաղաքացիական հասարակության վրա ինտենսիվ հարձակումների մթնոլորտում: Ընտրություններն ավարտվել են ընդդիմության բոյկոտի պայմաններում իշխանության եւս մեկ անիմաստ հաղթանակով», -ասվում է զեկույցում:
Քաղաքացիական եւ քաղաքական ազատությունների հետազոտության գծով Freedom House միջազգային ոչ առեւտրային կազմակերպությունը հունվարի 27-ին հրապարակած իր` «Ազատությունն աշխարհում 2016» զեկույցում 195 երկրների մեջ Ադրբեջանին դասել է 119-րդ տեղում: Զեկույցում 80 երկրներ համարվել են «ազատ», 50 երկրներում իրավիճակը ճանաչվել է «կրիտիկական»:
Մասնակի ազատ երկրներ են ճանաչվել Հայաստանը, Լեռնային Ղարաբաղը, Բոսնիան եւ Հերցեգովինան եւ Վրաստանը, ազատ երկրներ` Խորվաթիան եւ Սերբիան:
Խիստ հատկանշական է, որ Freedom House-ի ներկայիս զեկույցում նշվում է, որ Լեռնային Ղարաբաղը հանդիսանում է մասնակի ազատ երկիր:
Ադրբեջանական minval.az իշխանամետ կայքն այդ առնչությամբ ընգծում է, որ միջազգային կազմակերպությունը ճանաչում է Լեռնային Ղարաբաղը, ավելին` այն անվանում է ավելի ազատ եւ ժողովրդավարական, քան Ադրբեջանը:
