«ՀայաՔվե» նախաձեռնության հայտարարությունը ՀՀ Ազգային Ժողովի կողմից Հայաստանի և Ադրբեջանի միջև սահմանազատման հանձնաժողովների համատեղ գործունեության կանոնակարգը վավերացնելու մասին

Հոկտեմբերի 23-ին ՀՀ Ազգային Ժողովը վավերացրեց Հայաստանի և Ադրբեջանի միջև սահմանազատման հանձնաժողովների համատեղ գործունեության կանոնակարգը։ Ազգային Ժողովի 67 պատգամավորները, ովքեր կողմ քվեարկեցին կանոնակարգի վավերացմանը, նույնպես մաս դարձան Հայաստանում սահմանադրական կարգի տապալմանն ուղղված այն հանցագործությանը, որին նախապես մասնակից էին դարձել ՀՀ գործող Կառավարությունը, ինչպես նաև Սահմանադրական դատարանը։

Սահմանազատման կանոնակարգի վավերացումն առաջին հերթին ծանր հարված է Արցախի ժողովրդի ինքնորոշման իրավունքին։ Այս հանցագործության իրական տուժողներ են նաև սահմանամերձ բնակավայրերի մեր բազմաթիվ քաղաքացիները, ովքեր հայտնվել են սեփականությունից զրկվելու, վարելահողեր, արոտավայրեր, խմելու ջրի աղբյուրներ, բնականոն կենսագործունեության այլ միջոցներ, սրբավայրեր կորցնելու վտանգի առաջ՝ փոխարենը չստանալով անվտանգության գործուն երաշխիքներ։

Փաստացի, սահմանազատման անվան տակ իրականում տեղի է ունենում երկրի անկախության վերացման, նրա ինքնիշխան տարածքների հանձնման և այն դեպի վերջնական կապիտուլյացիա տանող գործընթաց:

Նկատենք, որ այս կազմակերպված հանցագործության ընթացքի մեջ ֆորմալ կերպով բացակայում է իշխող վարչախմբի ղեկավար Նիկոլ Փաշինյանը, որը նույնիսկ չի ստորագրել Կանոնակարգի՝ ՀՀ Սահմանադրության համապատասխանության հարցը քննելու մասին Կառավարության կողմից ՍԴ-ին ուղղված դիմումը, քանի որ լավ է հասկանում տեղի ուենցող ապօրինության մասշտաբները և փորձում է առերևույթ մաս չկազմել այս հակասահմանադրական գործընթացին և այդպիսով խուսափել հետագա պատասխանատվությունից: Նաև, պետական իշխանության տարբեր մարմինների ներկայացուցիչներին իրեն հանցակից սարքելով՝ Փաշինյանը նրանց օգտագործում է ամեն գնով իր իշխանությունը պահելու համար։

Ցավով պետք է արձանագրենք, որ գործող խորհրդարանական ընդդիմությունը, թեև չմասնակցեց քվեարկությանը, սակայն իր փաստացի ներկայությամբ նպաստեց նշված ապօրինության լեգիտիմացմանը: Մեր, ինչպես նաև հանրային-քաղաքական այլ շրջանակների հորդորը՝ հրաժարվելու պատգամավորական մանդատներից, քաղաքականապես ապալեգիտիմացնելու գործող ԱԺ-ն և ծավալվող կապիտուլյացիոն գործընթացի պատասխանատվության բեռը թողնել իշխող մեծամասնության վրա, այդպես էլ անարձագանք մնաց:

«ՀայաՔվե» քաղաքացիական նախաձեռնությունը համոզված է, որ տեղի ունեցող լայնամասշտաբ պետական հանցագործության համար անխուսափելիորեն պատասխան են տալու դրա բոլոր հիմնական մեղավորները։ Մինչ այդ, հորդորում ենք Հայաստանի Հանրապետության քաղաքացիներին ի գիտություն ընդունել այս հանցագործությունը և հետևողականորեն շարունակել պայքարը՝ նրա հետագա ծավալումը կանխելու և հետևանքները չեզոքացնելու նպատակով։
