Կառավարությունը 23006 թվականին Կիրանցի վարչական սահմանները հաստատելու մասին որոշում է կայացվել, տրվել է քարտեզ, որտեղ թվով քաղաքացիների սեփականություն հանդիսացող 57 միավոր գույք փոխանցվել է համայնքին: Այս մասին, այսօր՝ հոկտեմբերի 3-ին, ԱԺ-ում հարցուպատասխանի ժամանակ հայտարարեց «Հայաստան» խմբակցության պատգամավոր Արման Ղազարյանը:
Նա հարց ուղղեց վարչապետին. «Ինչ հիմնավորմամբ է ՀՀ սուվերեն տարածքից տարածներ տրվել Ադրբեջանին, ինչ հիմքով են քաղաքացիներին սեփականության իրավունքով տրված վկայականներով գույքը վերցվել իրենց ձեռքից եւ ինչ իրավական փաստաթղթերի հիման վրա է հսկիչ-էլեկտրոնային քարտեզներում գաղտնի կատարվել համապատասխան փոփոխություն»:
Ի պատասխան Նիկոլ Փաշինյանն ասաց. «Արդեն տեւական ժամանակ մենք տարբեռր օրեր գալիս ենք այստեղ եւ պատասխանում ենք նույն հարցերին: Ձեր ասած հարցին մի քանի անգամ անդրադարձ է եղել մանրամասներով:
Նախ, ՀՀ ինքնիշխան տարածքից ոչ մի մմ դուրս չի մնացել սահմանազատման գործընթացի արդյունքում: Մենք բոլոր դեպքերով ուսումնասիրություն ենք իրականացրել Կիրացի եւ մյուս հատվածներում եւ որեւէ դեպքով դրա օրինական հիմքերը չեն գտնվել: Մենք դիմել ենք իրավապահ մարմիններին, որ ձեր ասած փաստաթղթերի ծագումնաբանությունը պարզաբանվի: Կպարզաբանվի, այդ ժամանակ էլ կխոսենք: Մենք խորացել ենք եւ տեսել ենք, որ դրա հիմքերը չկան»:
Արման Ղազարյանը նկատեց, որ այդ փաստաթղթերի հիմքում, որոնք ստացել են պետական գրանցում, հիմք է հանդիսացել ՀՀ վարչատարածքային բաժանման օրենքը. «Այսինքն դուք խախտել եք Սահմանադրության 60 հոդվածի 2-րդ կետը, որ ոչ ոք չի կարող քաղաքացուն զրկել սեփականությաւնից, բացառությամբ դատական կարգով: Դուք հակաօրինական ճանապարհով քաղաքացիներին զրկել ենք սեփականության իրավունքից»:
Փաշինյանը շարունակեց. «Իմ տպավորությամբ դուք «Վարչատարածքային բաժաբնման մասին» օրենքը կարդալու առիթ չեք ունեցել: Եթե կարդայիք, կտեսնեիք, որ ձեր նշած վկայականի ճշգրտությամբ այնտեղ նկարագրություններ չկան: Վերջերս պատահաբար մի դեպք բացահայտվեց, որ Երեւանի Նորքի անտառներում համայնքային նշանակության հողերի վրա հեկտարներով տրվել են սեփականության վկայագրեր՝ առանց որեւէ հիմքի: Գնացել են, Կադաստրից այդ վկայականներն ինչ-որ ձեւերով ստացել են: Հիմա այդ հողերի վերադարձը պետությանը ընթացքի մեջ է: Այնպես որ, զուտ սեփականության վկայագրի տակ կարող է հիմք չլինել»:
