Ի՞նչ են քննարկելու Ստամբուլում

Հայաստանի արտգործնախարար Արարատ Միրզոյանը մասնակցելու է «3+3» տարածաշրջանային խորհրդատվական հարթակի երրորդ հանդիպմանը: Հանդիպումը կայանալու է վաղը՝ հոկտեմբերի 18-ին Ստամբուլում: «3+3»-ը ղարաբաղյան 44-օրյա պատերազմից հետո Թուրքիայի նախաձեռնած և Ռուսաստանի աջակցությունը ստացած տարածաշրջանային համագործակցության ձևաչափ է։ Այն ենթադրում է հարավկովկասյան երեք երկրների՝ Վրաստանի, Հայաստանի և Ադրբեջանի, ինչպես նաև տարածաշրջանի երեք տերությունների՝ Ռուսաստանի, Թուրքիայի և Իրանի մասնակցությունը։ Ռուսաստանը հաստատել է Սերգեյ Լավրովի մասնակցությունը, իսկ Վրաստանից հայտնել են, թե չեն մասնակցի «3+3» հարթակի երրորդ հանդիպմանը։ Վրաստանը մինչ այս չի մասնակցել հանդիպումներից և ոչ մեկին՝ պատճառաբանելով Ռուսաստանի հետ հակասությունները։
Հարթակի նոր հանդիպումը տեղի է ունենում Մերձավոր Արևելքում ու մեր տարածաշրջանում իրավիճակի սրման ֆոնին։ Տարբեր երկրներից հնչող հայտարարություններից կարելի է ենթադրել, որ քննարկելու են տարածաշրջանային հաղորդակցությունների, այսպես կոչված «Զանգեզուրի միջանցքի» հարցերը։ Այս հարցում հատկապես ակտիվ է Թուրքիան։
Ըստ տարբեր փորձագետների, Նիկոլ Փաշինյանը Նյու Յորքում, «Թուրքական տանը» ինչ-ինչ պայմանավորվածությունների է հանգել Էրդողանի հետ, և այժմ հայկական կողմին պարտադրելու են միջանցք տալ, հակառակ դեպքում այն կխլեն ռազմական ճանապարհով։ Այս առումով ուշագրավ է ՌԴ դիրքորոշումը։ Հոկտեմբերի 8-ին Մոսկվայում Պուտին-Փաշինյան և Պուտին-Ալիև հանդիպումներից հետո Կրեմլի խոսնակ Դմիտրի Պեսկովը հայտարարել էր, թե Ռուսաստանի նախագահը կես ժամ տևած հանդիպումներում «Զանգեզուրի միջանցքի» հարցն է քննարկել։ Իսկ արդեն երեկ Մարիա Զախարովան կրկին հայտարարել է, թե «Զանգեզուրի միջանցք» տերմինը Մոսկվան չի կիրառում։ Ռուսաստանն էլ իր նպատակներն ունի, գլխավորը նոյեմբերի 9-ի եռակողմ հայտարարության 9-րդ կետի կատարումն է, ըստ որի տարածաշրջանային հաղորդակցությունները պիտի վերահսկվեն ՌԴ ԱԴԾ կողմից։ Հայաստանը դեռ դիմադրում է այդ պահանջին։ Իրանը, ըստ ամենայնի, կգա պայմանավորվածությունների Ռուսաստանի և Թուրքիայի հետ, իսկ հայկական կողմին պարզապես կպարտադրեն հանձնել միջանցքը։
