«Փաստ» օրաթերթը գրում է.

Պաշտպանության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2018 թ. ապրիլի 12-ի N 405-Ն որոշման մեջ: Որոշմամբ սահմանվել են զինվորական հաշվառման, զորակոչի, պայմանագրային զինվորական ծառայության անցման, պահեստազորում հաշվառման շրջանակներում քաղաքացիների առողջական վիճակի հետազոտման և բժշկական փորձաքննության, հետազոտման և փորձաքննության ուղեգրման կարգերը, հետազոտում և բժշկական փորձաքննություն իրականացնող մարմինները և դրանց գործունեության կարգը, փորձաքննության եզրակացությունների ձևերը, բժշկական հետազոտությունների և բժշկական հաստատությունների ցանկերը, իրականացված ծառայությունների դիմաց փոխհատուցման կարգը:

Որոշմամբ սահմանված գործընթացները հիմնականում իրականացվել են փաստաթղթային ձևաչափով: 2023 թ.-ին որոշման մեջ կատարված փոփոխություններով նախատեսվել է, որ համապատասխան գործընթացները կարող են իրականացվել նաև ԱՐՄԵԴ համակարգով, այդ ընթացքում աշխատանքներ են տարվել էլեկտրոնային առողջապահության համակարգին (ԷԱՀ) գործընթացի ինտեգրման ուղղությամբ, որի արդյունքներով առաջարկվում է համապատասխան գործընթացների իրականացումը սահմանել բացառապես ԷԱՀ-ի միջոցով, ինչպես նաև սահմանել, որ եթե բժշկական օգնություն և սպասարկում իրականացնող հաստատությունների կողմից այդ համակարգում առկա ձևաչափով չի իրականացվում քաղաքացու վերաբերյալ տեղեկատվության մուտքագրումը, ապա մատուցված բժշկական օգնության և սպասարկման դիմաց համապատասխան հաստատությանը փոխհատուցում չի հատկացվում:

Անհրաժեշտություն է նաև առաջացել հստակեցնել պաշտպանության նախարարության կենտրոնական ռազմափորձաքննական կենտրոնի իրավասությունները՝ փորձաքննություն իրականացնող մարմինների գործունեության արդյունքների ուսումնասիրման, քննարկման և գնահատման, ռազմաբժշկական և քաղաքացիական բժշկական հաստատություններում գտնվող ռազմաբժշկական փորձաքննության ենթակա անձանց հետազոտման, ախտորոշման և բուժման ընթացքի, փորձաքննության որակի ուսումնասիրման ուղղությամբ, հստակեցնել, որ որոշման մեջ օգտագործվող «ձեռք բերած հիվանդություն» կամ «ստացած վնասվածք» հասկացությունները ներառում են նաև «հոգեկան խանգարումը (հոգետրավման)», հստակեցնել տարբեր տարիքային խմբերի քաղաքացիների բժշկական հետազոտությունների ծավալները, որոշման մեջ կատարել մի շարք այլ փոփոխություններ ևս:
