Ինչպե՞ս էին պատրաստվում «թավշյա հեղափոխությանը». տնտեսական հիմնավորումներ

Տնտեսագետ Աղասի Թավադյանի տվյալներով, 2017 թվականին Հայաստանում տեղի ունեցավ մի անսովոր երևույթ։ ՀԿ-ների, հիմնադրամների և ԶԼՄ-ների գրանցման թիվը հանկարծակի թռիչք է արձանագրել, մեկ տարում 1029 նոր հասարակական կազմակերպություն, 175 հիմնադրամ և 112 նոր ԶԼՄ։ Ըստ տնտեսագետի, սա 2-3 անգամ ավելի է, քան նախորդ տարիներին։ «Հետաքրքի՞ր է, թե ինչ էր կատարվում։ Արդյո՞ք սա պատահականություն էր, թե՞ 2018-ի Թավշյա հեղափոխության նախապատրաստություն»,- գրել է Թավադյանը։

2018 թվականի Թավշյա հեղափոխությունը Հայաստանի նորագույն պատմության կարևորագույն իրադարձություններից մեկն է: Սակայն, ինչպես ցույց են տալիս պաշտոնական տվյալները, այս քաղաքական փոփոխության հիմքերը սկսել էին ձևավորվել դեռևս նախորդ տարում: 2017 թվականին Հայաստանում տեղի ունեցավ քաղաքացիական հասարակության կազմակերպությունների աննախադեպ աճ, որը կարելի է անվանել «թավշյա իրարանցում»:

«2017 թվականին Հայաստանում գրանցվեց 1029 հասարակական կազմակերպություն՝ չորս անգամ ավելի, քան 2016-ին, և ավելի քան կրկնակի 2018-2023 թվականների միջին ցուցանիշից: Եվ դա դեռ ամենը չէ. այս ՀԿ-ների կեսը՝ 512-ը, գրանցվել է ընդամենը մեկ ամսում՝ 2017 թվականի դեկտեմբերին: Սա ոչ միայն գերազանցում է մյուս տարիների ցուցանիշները, այլև հարցեր է առաջացնում՝ ի՞նչ էր կատարվում այդ ժամանակ»,- նշում է տնտեսագետը:

Բայց ՀԿ-ները միակը չէին: Հիմնադրամների թիվը նույնպես թռիչքային աճ է արձանագրել. 2017-ին գրանցվել է 175 հիմնադրամ, հիմնականում օգոստոսից հոկտեմբեր ընկած ժամանակահատվածում՝ 50 %-ով ավելի, քան նախորդ տարիներին: 2017 թվականին գրանցվել է 112 նոր լրատվամիջոց, մինչդեռ մյուս տարիներին այս ցուցանիշը գրեթե զրոյական էր: Այս տվյալները վկայում են, որ այսպես կոչված «թավշյա հեղափոխությունն» ամենևին էլ ինքնաբուխ չէր, լավ կազմակերպված, գծված էր մեկ, բոլորովին այլ կենտրոնից, իսկ դրա հետևանքներն այժմ քաղում է ողջ հայ ժողովուրդը։
