Եվրախորհրդի Խորհրդարանական վեհաժողովում հակահայկական զեկույցների քննարկումից առաջ ԵԱՀԿ Մինսկի խմբի հայտարարությունը շատ հասցեական էր, շատ կարևոր և զգոնության կոչ էր պարունակում: Այս մասին «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսին նշեց «Եվրոպական ինտեգրացիա» ՀԿ ղեկավար, Ազգային ժողովի պատգամավոր Կարեն Բեքարյանը:

«Ես ճիշտ չեմ համարում այն դիտարկումները, թե այդ հայտարարությունը մեր շահերից էր բխում: ԵԱՀԿ Մինսկի խմբի հայտարարությունը ոչ մեր շահերից էր, ոչ Ադրբեջանի, ոչ էլ ԼՂՀ շահերից էր, այլ առաջին հերթին բանակցային ձևաչափի շահերից էր բխում, որպեսզի բանակցությունները որևէ կերպ փակուղի չմտնեն»,- ասաց Կարեն Բեքարյանը:

Կարեն Բեքարյանն այստեղ այլ խնդիր է տեսնում: Կան բանակցային ձևաչափ, այդ ձևաչափով կողմերի կողմից ստանձնած պարտավորություններ, և կա Ադրբեջանի պահվածք, որն ամեն հնարավոր առիթով փորձում է հակահայկական բանաձևեր անցկացնել` ղարաբաղյան խնդրի կարգավորման հարցն այլ հարթակ տեղափոխելու նպատակով: Կարեն Բեքարյանը նկատեց, որ ԵԽԽՎ-ն առաջին կառույցը չէ:

«Սա ձեռագիր է, որը կամ պետք է կանխվի ԵԱՀԿ Մինսկի խմբի համանախագահության կողմից, կամ նման ձեռագիր ինչ-որ պահի ստիպված պետք է որդեգրենք մենք: Այստեղ խնդիրը լրիվ ուրիշ դաշտում է: Հնարավոր չէ, որ հակամարտության երեք կողմերից երկուսը կաշկանդված լինեն բանակցային ձևաչափով և ստանձնած պարտավորություններով, մեկն իրեն ազատ զգա ցանկացած տեղ ցանկացած բան անելու»,-ասաց Կարեն Բեքարյանը՝ընդգծելով, որ ԵԱՀԿ Մինսկի խմբի հայտարարությունը մեկնաբանելիս պետք է այս հանգամանքը հաշվի առնել:

ԵԱՀԿ Մինսկի խումբը, ԵԽԽՎ-ում հակահայկական բանաձևերի քննարկմանն ընդառաջ հայտարարությամբ հանդես եկավ` հորդորելով չձեռնարկել այնպիսի քայլեր, որոնք կվնասեն ԵԱՀԿ Մինսկի խմբի մանդատին կամ կբարդացնեն շարունակվող բանակցային գործընթացը։
