Ահա կարծես իրավիճակը շտկեցինք, հերթական հաղթանակը տոնեցինք, մի կերպ՝ տանջանքների, ապրումների ու գերլարման գնով…ԼՂ կարգավորմանը վնասող գործոնները կարծես այս անգամ էլ ինչ-որ չափով չեզոքացվեցին: Ապրենք մենք, բայց սա արդեն դաս պետք է լինի մեզ համար…

Այս ամենը նման է այն ուսանողներին, որոնք ամբողջ կիսամյակում ոչինչ չեն անում, քննաշրջանին գիշեր ցերեկ, գլուխները պատին խփելով, սրա-նրա օգնությամբ, օժանդակությամբ մի կերպ ստանում են դրական գնահատական: Կամ նման խորհրդային տարիների վատսովորույթներին, երբ երկար ժամանակ կառուցվող շենքը անտեսում էին, կառուցում անորակ, թերություններով, սակայն ինչ-որ մի պահի, մի տոնի կապակցությամբ, վերջին երկու-երեք ամսում՝ գիշեր-ցերեկ փորձում լրացնել բացթողումները, վերացնել թերությունները և հանձնել ժամկետից շուտ կամ ժամանակին: Հանձնում էին՝ ուժերի գերլարումով, մի կերպ, կիսատ-պռատ, այնուամենայնիվ անորակ ու թերություններվ…

Երկրի կարևորագույն խնդիրները լուրջ, հետևողական, ամենօրյա, քրտնաջան, դիվանագիտական, տնտեսական-քաղաքական, սոցիալական, հեռանկարային, տակտիկական վերլուծությունների, հետազոտությունների, կանխատեսումների, մարտավարական ծրագրերի մշակման կարիք են զգում: Դա մի քանի հոգու <<ախպերավարի>> զրույցների արդյունք չի կարող լինել: Մեր ներկայացուցիչները միջազգային զանազան կառույցներում, որքան էլ կիրթ, զարգացած անձինք լինեն, չեն կարող լիարժեք տիրապետել ողջ տեղեկատվական հոսքին, իրավիճակին, այս կամ այն հարցի նրբին և խորքային խնդիրներին ու լուծումներին: 

Հարկավոր է ամենօրյա համակարգված աշխատանք՝ վերլուծություններ, կանխատեսումներ, ծրագրեր և լուծումներ, մարտավարություն մշակող ինտելեկտուալ մասնագետների, իսկական պրոֆեսիոնալների խումբ, պետական մակարդակի հովանավորչությամբ, հսկողությամբ և ուղղորդմամբ, որոնք պետք սերտորեն համագործակցելով համապատասխան պետական կառույցների հետ, որոշեն այն առաջնահերթային խնդիրներն ու սպառնալիքները, որոնք անհապաղ ուշադրություն ու լուծումներ են պահանջում տվյալ պահին, և տան կոնկրետ առաջարկներ:

Այլապես մենք միշտ կնմանվենք Խնկո Ապոր ճպուռի ու մրջյունի հայտնի պատմությանը.

Գուցե պատճառներ իրոք շատ կան՝ օբյեկտիվ և սուբյեկտիվ, սակայն խնդիրը կարևոր է ու շատ լուրջ, և համակարգված, հետևողական ուշադրություն է պահանջում՝ պետական, համազգային, համահայկական, վերքաղաքական ու վերկուսակցական…
