168.am-ը գրում է․ 

«Խաղաղության խաչմերուկ. միավորելով անվտանգությունն ու ժողովրդավարությունը» համաժողովում Նիկոլ Փաշինյանը հայտարարել է, որ իրենց «Խաղաղության խաչմերուկ» նախագիծը կարող է լինել բարեբախտություն մեր տարածաշրջանի համար՝ ստեղծելով տնտեսական նախադրյալներ անվտանգության և կայունության համար:

«Իմ համոզմունքն է նաև այն, որ տնտեսական նախադրյալների բացակայության միջավայրում չի կարող լինել անվտանգություն և կայունություն: Սա շատ կարևոր հանգամանք է: Մեր իրականության մեջ անվտանգություն ասելով՝ առաջին հերթին հասկանում են բանակ, երկրորդ հերթին՝ բանակ, երրորդ հերթին՝ բանակ: Բայց այն իրավիճակում, երբ անվտանգություն ասելով՝ առաջին, երկրորդ և երրորդ հերթին հասկանում ենք բանակ, նշանակում է՝ անվտանգություն գոյություն չունի և չի կարող լինել: Բանակը, ինչ խոսք, առանցքային դերակատարում ունի անվտանգության ապահովման գործում, բայց բանակի առանցքային դերակատարումն անվտանգության ապահովման գործում առաջնային չի, ոչ թե առաջնային չի, այլ առաջինը չէ և երկրորդը չէ: Էլի եմ ասում. եթե առաջինը կամ երկրորդն է, նշանակում է՝ անվտանգության համակարգ ընդհանրապես գոյություն չունի, և անվտանգության համակարգը լիարժեքորեն խարխլված է»,– ասել է նա:

Այս համատեքստում Փաշինյանը հերթական անգամ արդարացել է, որ ՀՀ-ն որևէ ագրեսիվ նկատառում տարածաշրջանի երկրների նկատմամբ չունի, ավելին, անգամ սեփական օկուպացված տարածքները վերադարձնելու համար անգամ ռազմական ճանապարհով նման մտադրություններ չունի:

Այսինքն, ըստ Փաշինյանի, Ադրբեջանը չպետք է մտահոգվի, որ տասնյակ միլիարդ դոլարները, այդ թվում՝ «Խաղաղության խաչմերուկից» ստացվելիք, կարող է օգտագործել Ադրբեջանի դեմ, այլ, եթե անգամ Ադրբեջանն ագրեսիվ մտադրություն ունի ՀՀ-ի նկատմամբ, ապա տասնյակ միլիարդ դոլարները կարող են օգնել ՀՀ-ի պաշտպանունակությունը բարձրացնելու համար, և Ադրբեջանն իր ագրեսիվ պլանները Հայաստանի նկատմամբ իրագործելու խնդիրներ կարող է ունենալ:

Բայց Նիկոլ Փաշինյանի՝ Ադրբեջանին այս հաշվետվողականությունը, բնավ, չի ազդում Ադրբեջանի պլանների վրա, այդ թվում՝ Հայաստանի վրա հարձակվելու առումով:

Մասնավորապես, մինչև Նիկոլ Փաշինյանը համաժողովում Հայաստանի և տարածաշրջանի իր պատկերացումներն ու տեսլականն էր ներկայացնում, Ադրբեջանի պաշտպանության նախարար Զաքիր Հասանովը ծառայողական խորհրդակցության ժամանակ նախ հիշեցրել է խորհրդարանում նախագահ Ալիևի առաջադրած գլխավոր նպատակը՝ ավելացնել ռազմական հզորությունը և մարտական կարողությունները:

Այնուհետև Հասանովը կոնկրետ հանձնարարականներ է տվել, մասնավորապես, «պահպանել զորքերի մարտունակությունը բարձր մակարդակի վրա, բարձրացնել զգոնությունը և պատրաստ լինել կանխարգելիչ միջոցներ ձեռնարկելու պայմանական սահմանին ռևանշիստական ուժերի բոլոր հնարավոր սադրանքների դեմ»:
