«Փաստ» օրաթերթը գրում է.
Տարածքային կառավարման և ենթակառուցվածքների նախարարությունը հանրային քննարկման է ներկայացրել «Ավտոմոբիլային տրանսպորտով վտանգավոր բեռների փոխադրումներին ներկայացվող պահանջները և ավտոմոբիլային տրանսպորտով վտանգավոր բեռների փոխադրման թույլտվությունների տրամադրման կարգը սահմանելու մասին» նախագիծը: «Վտանգավոր բեռների միջազգային ճանապարհային փոխադրումների մասին» եվրոպական համաձայնագիրը Հայաստանը վավերացրել է 2022 թ.-ին, որի պահանջների ապահովման համար անհրաժեշտ է ձևավորել օրենսդրական դաշտ։
2012 թ.-ի փետրվարի 27-ին ընդունվել է «Ավտոմոբիլային տրանսպորտով վտանգավոր բեռներ և չվնասազերծված տարաներ փոխադրելու մասին» օրենքը, որով կանոնակարգվել է ավտոմոբիլային տրանսպորտով վտանգավոր բեռներ փոխադրելու բնագավառը: Սակայն ոլորտի լիարժեք իրավական կարգավորման համար անհրաժեշտ է օրենքից բխող ենթաօրենսդրական ակտերի ընդունումը, որոնք կապահովեն հանրապետության տարածքում վտանգավոր բեռների փոխադրման գործընթացի իրականացումը և վերահսկողությունը։ Հաշվի առնելով, որ հանրապետությունում չի գործում ոլորտը կանոնակարգող իրավական դաշտ, որոշման նախագիծը ամբողջովին համապատասխանեցվել է նշված եվրոպական համաձայնագրի պահանջներին։
Նախագծի ընդունումը նպատակ է հետապնդում ապահովելու վտանգավոր բեռների փոխադրման գործընթացի համապատասխանեցումը միջազգայնորեն ընդունված չափանիշներին, Հայաստանի ստանձնած միջազգային պարտավորությունների կատարումը։ Նախագծով նախատեսվում է սահմանել ավտոմոբիլային տրանսպորտով փոխադրվող վտանգավոր բեռներ փոխադրելու համար տրանսպորտի ոլորտի պետական լիազոր մարմնի կողմից տրամադրվող թույլտվությունների տրման կարգը, պահանջվող փաստաթղթերի ցանկը, թույլտվություն ստանալու հայտի և թույլտվության օրինակելի ձևը, վտանգավոր բեռների փոխադրումներին ներկայացվող պահանջները: Նախագծի ընդունմամբ նախատեսվում է պետական բյուջեի ծախս՝ վկայականի տպագրման համար, որի համար ներկայացվել է 2025 թ.-ի բյուջետային հայտ։ Ինչպես նաև ակնկալվում է պետական բյուջեի եկամուտների աճ, քանի որ «Պետական տուրքի մասին» օրենքի 20-րդ հոդվածի 1-ին մասի 45-րդ կետով սահմանված է պետական տուրք:
