Հայաստանի և Ադրբեջանի միջև սահմանազատման հանձնաժողովների կանոնակարգը, որին սեպտեմբերի վերջին հավանություն է տվել Սահմանադրական դատարանը, ուղարկվել է Ազգային ժողով՝ վավերացման։ Քննարկումների ընթացքում Կառավարության ներկայացուցիչը փոխվարչապետ, սահմանազատման հայկական հանձնաժողովի նախագահ Մհեր Գրիգորյանը կլինի: Կանոնակարգը սահմանված ժամկետից երկու ամիս ուշ ստորագրվեց, օրեր առաջ էլ ՍԴ-ն ծավալուն մի որոշում էր կայացրել՝ փաստացի վարկաբեկելով ՀՀ Անկախության հռչակագիրը։

Ըստ կանոնակարգի՝ Երևանն ու Բաքուն համաձայնել են սահմանազատումն իրականացնել 1991 թվականի Ալմա-Աթայի հռչակագրի վրա, բայց այդ համաձայնությունը վերջնական չէ։ Կանոնակարգում նշվում է՝ գործընթացը հնարավոր է հետագայում՝ խաղաղության համաձայնագրի ընդունումից հետո, այլ սկզբունքներով ընթանա։ Ընդդիմադիր պատգամավորներն արդեն հայտարարել են, որ պատրաստվում են Ազգային ժողովում դեմ քվեարկել նախագծին։ Ասում են՝ կողմ են սահմանազատմանը, սակայն ո՛չ այս կանոնակարգով: Մասնավորապես, քննադատում են, որ փաստաթղթում որևէ թվականի քարտեզ չի ամրագրվել, կարծում են՝ դա Ադրբեջանի կողմից կամայականությունների տեղիք կարող է տալ:

Ադրբեջանը մինչ օրս որևէ ընթացակարգ չի պահպանել։ Ավելին, պարզ հայտարարում են, որ թքած ունեն կանոնակարգի վրա էլ, Ալմա-Աթայի հռչակագրի վրա էլ։ Փաշինյանական իշխանությունն Ալմա-Աթայի հռչակագիրը ներկայացնում էր՝ որպես դիվանագիտական մի մեծ ձեռքբերում, որը երաշխավորում է Հայաստանի տարածքային ամբողջականությունը: Ադրբեջանի ԱԳՆ խոսնակ Հաջիզադեն ասել է, թե Ալմա-Աթայի հռչակագիրը կապ չունի այն հարցի հետ, թե որտեղով են անցնում ԱՊՀ անդամ երկրների սահմանները և որ տարածքները որ երկրին են պատկանում: Իհարկե, արտաքուստ Հաջիզադեն խոսում է Հայաստանի տարածքային հավակնությունների մասին՝ նկատի ունենալով ԼՂ խնդիրը, բայց ակնհայտորեն արժեզրկում է Ալմա-Աթայի հռչակագիրը՝ կանաչ լույս վառելով Ադրբեջանի հավակնությունների համար:
