Նիկոլ Փաշինյանի գլխավորությամբ Հայաստանի գիտության և տեխնոլոգիաների զարգացման խորհրդի երկրորդ նիստն է անցկացվել

Վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ այսօր տեղի է ունեցել ՀՀ Վարչապետին կից Հայաստանի գիտության և տեխնոլոգիաների զարգացման խորհրդի երկրորդ նիստը: Հայտնում են ՀՀ կառավարության մամուլի ծառայությունից:
Ազգային ժողովի նախագահի տեղակալ, խորհրդի անդամ Հակոբ Արշակյանը ներկայացրել է գործադիր կոմիտեի կողմից կատարված աշխատանքը՝ հիմնված նախորդ նիստի ժամանակ ձեռք բերված պայմանավորվածությունների վրա:
Մասնավորապես, զեկուցվել է 8 աշխատանքային խմբերի կողմից իրականացված աշխատանքը, որի տեսլականն է Հայաստանում գիտատեխնոլոգիական ոլորտի զարգացումը՝ դարձնելով այն նորարարական արդյունաբերական զարգացած պետություն:
Հակոբ Արշակյանի խոսքով, աշխատանքներում ներգրավված են եղել շուրջ 70 մասնագետ, այդ թվում՝ գիտության ոլորտի ձեռներեցներ, հեղինակավոր անձինք Հայաստանից և Սփյուռքից:
Մանրամասներ են ներկայացվել կրթության, գիտության և արդյունաբերության ոլորտների կոմպոնենտներ պարունակող 5 ճյուղերի՝ արհեստական բանականություն և մեքենայական ուսուցում, միկրոէլեկտրոնիկա, ընդլայնված ռոբոտաշինություն, քվանտային տեխնոլոգիաներ, կենսատեխնոլոգիա և գիտություններ, զարգացմանն ուղղված ծրագրերի ու առաջարկությունների վերաբերյալ:
Ընդգծվել է, որ գիտատեխնոլոգիական զարգացմանն առնչվող ծրագրերը և աշխատանքային խմբերի կողմից ներկայացված առաջարկությունները ներառվել են մեկ փաստաթղթում:
Նշվել է, որ բոլոր աշխատանքային խմբերի կողմից առաջարկ է եղել ունենալ գերազանցության կենտրոններ, որոնք իրենց մեջ կներառեն տաղանդի ներգրավման գիտական խորհուրդ, լաբորատոր ենթակառուցվածքներ, կիրականացնեն ժամանակակից խնդիրների ձևակերպման, գիտական աշխատանքի և տպագրության, ուսումնական հաստատությունների համար կրթական ծրագրերի հետ կապված աշխատանքներ և այլն:
«Շուրջ 7 տասնյակ գիտնականների և տեխնոլոգիական համայնքի ձեռներեցների կոնսոլիդացիան Հայաստանն իսկապես որակապես փոխելու և որակապես նոր ծրագրեր առաջարկելու մասին է: Դրանով է պայմանավորված նաև այս նոր որակական առաջարկը՝ գնալ գերազանցության կենտրոնների ուղղությամբ: Սա կարող է նաև հիմք ծառայել Ակադեմիական քաղաքի գիտության և տեխնոլոգիական համալսարանի համագործակցության համար»,-ասել է Հակոբ Արշակյանը:
Հանդիպմանն անդրադարձ է կատարվել նաև ռազմավարության իրականացման նկատմամբ մշտադիտարկմանը և խորհրդատվությանը:
Ծավալվել է մտքերի փոխանակություն, հանդիպման մասնակիցներն անդրադարձել են աշխատանքային խմբերի կողմից պատրաստված առաջարկների փաթեթը կառավարության հետ քննարկման մեխանիզմի ստեղծմանը:
Այդ շրջանակում իրականացվելու է աշխատանքային խմբերի ներգրավվածության, ծրագրերի իրագործման նկատմամբ մշտադիտարկման իրականացման և խորհրդի ներկայացման, համաշխարհային փորձի շարունակական ուսումնասիրության և խորհրդատվության տրամադրման հետ կապված աշխատանքներ:
Այս համատեքստում՝ Վարչապետը նշել է, որ անհրաժեշտ է սահմանել փորձագետների ընտրության չափանիշ և որոշել, թե ինչ իրավակազմակերպական մեխանիզմով այն լավագույնը կաշխատի:
