Մինչ աշխարհաքաղաքական կենտրոնները խոսում են հայ-ադրբեջանական հակամարտության արդար կարգավորման մասին, իսկ Փաշինյան-Ալիև զույգը բանակցում այսպես կոչված խաղաղության պայմանագրի շուրջ, Ադրբեջանի իշխանություններն օկուպացված Արցախում վերացնում են հայկականության հետքերը։ Քանդվում են հուշարձաններ, շենքեր, եկեղեցիներ, նույնիս՝ ամբողջ գյուղեր։ Ադրբեջանի վանդալիզմի վերաբերյալ հայկական կողմի բոլոր բացահայտումները, որպես կանոն, աննկատ են մնում միջազգային հանրության համար, կամ, առավելագույնը, արժանանում քննադատական գնահատականների։
Ադրբեջանական կողմն, իր հերթին, օկուպացված Արցախում կատարված շին աշխատանքները քարոզչական դաշտում այնպես է ներկայացնում, կարծես մինչ Արցախի օկուպացիան այնտեղ միայն ավերակներ էին և ոչինչ չէր ստեղծվել։ Հակառակորդի քարոզչամեքենան այդկերպ զուգահեռ երկու խնդիր է լուծում՝ նախ ցույց տալ սեփական ու միջազգային հանրությանը, թե որքան արդյունավետ կառավարիչ է Իլհամ Ալիևը և երկրորդ՝ կոծկեն Արցախում իրենց իսկ կողմից իրականացվող ավերածությունների փաստերը։
Այս խնդիրները լուծելու նպատակով Ադրբեջանի նախագահ Իլհամ Ալիևը օկուպացված Արցախում պարբերաբար տարբեր շինությունների կարմիր ժապավեններ է կտրում, ընդ որում, ամենևին էլ կարևորություն չտալով, թե կոնկրետ ինչ շենքի կամ ճանապարհի բացում է մատուցվում որպես նոր կառուցված շինություն։
