«Քաղպայմանագրին» նյարդայնացնում է արցախցիների մասին հիշատակումը

Ազգային ժողովի «Քաղաքացիական պայմանագիր» խմբակցությունը տապալել է արցախցիների կենսագործունեության պայմաններն ուսումնասիրելու նպատակով քննիչ հանձնաժողով ստեղծելու առաջարկը: Ընդդիմության նախաձեռնությամբ հանձնաժողովը ստեղծվել էր իրավունքի ուժով, սակայն դրա կազմը հաստատելու համար անհրաժեշտ էին «Քաղաքացիական պայմանագրի» «կողմ» քվեները: ՔՊ խմբակցության ղեկավար Հայկ Կոնջորյանը հայտարարել է, թե հանձնաժողով ստեղծելու ընդդիմության բացատրությունները համոզիչ չեն, ու դեմ քվեարկեց նախագծին։
Հանձնաժողովը պետք է ուսումնասիրեր տեղահանված արցախցիների սոցիալական պայմանները, գնահատեր կարիքները, անդրադառնար կառավարության ծրագրերի արդյունավետությանը, լուծումներ առաջարկեր: Ընդդիմության փոխանցմամբ, հանձնաժողովի գլխավոր խնդիրներից մեկն էլ լինելու էր գործադիրի հետ համատեղ աշխատանքը, որ կանխվի արցախահայերի արտագաղթը: Նիկոլ Փաշինյանն ու իր թիմն ամեն ինչ անում են արցախցիներին Հայաստանից դուրս մղելու համար, ուստի նման հանձնաժողովի ստեղծումը նրանց շահերից չէր բխում։
Ավելին, իշխող ուժը մտադիր է վերացնել Արցախի պետական հաստատությունները, խլել ներկայացուցչության շենքը, վերջ դնել Արցախի խորհրդարանի, կառավարության, նախագահի գործունեությանը։ Հատուկ այդ նպատակով էլ կրկին ակտիվացրել են Արցախի անվտանգության խորհրդի նախկին քարտուղար Սամվել Բաբայանին, որի կողմնակիցներն օրերս Արցախի ներկայացուցչության մոտ պահանջում էին արցախցիների հարցերով հանձնաժողով ստեղծել, դրա ղեկավարումը հանձնել Բաբայանին։ Հավաքվածների սակավաթիվ լինելու հանգամանքը Փաշինյանին ստիպել է այլ մեթոդներ մշակել արցախցիների հարցերը լուծելու համար։
