Խորհրդարանը քննարկում է Կառավարության ներկայացրած՝ «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» օրենքում լրացում կատարելու մասին օրենքի նախագիծն առաջին ընթերցմամբ ընդունելու մասին հարցը:

Հիմնական զեկուցող, ՏԿԵ փոխնախարար Վաչե Տերտերյանը հայտնեց՝ օրենքի նախաձեռնությունը պայմանավորված է Ալավերդու համայնքի ավագանու նախաձեռնությամբ, համաձայն որի՝ նրանք խնդրել են Կառավարությանը՝ հանդես գալ նախաձեռնությամբ և Սանահին թաղամասը, որը 1967 թվականից ի վեր ներառված է եղել Ալավերդի քաղաքային, ավանային սովետի տիրույթում, իսկ դրանից հետո՝ 1996-ից, հանդես է եկել որպես Ալավերդի համայնքի թաղամաս, առանձնացնել և որպես առանձին գյուղ ընդգրկել Ալավերդի խոշորացված համայնքի կազմում:

Տերտերյանի խոսքով՝ հիմնավորումները ներկայացված են. Սանահինը ՀՀ պատմական թերևս ամենահին բնակավայրերից մեկն է, բացի դրանից՝ վերջին տարիներին Լոռին դարձել է զբոսաշրջային ամենահետաքրքիր ուղղություններից մեկը, իսկ Սանահինն այդ ուղղության հիմնաքարային բնակավայրերից է: «Այն ունի պատմական միջավայր: Սանահինը Հաղպատի հետ ընդգրկված է ՅՈՒՆԵՍԿՕ-ի պատմական և մշակութային ժառանգության համատեքստում: Մենք համոզված ենք, որ Սանահին գյուղն ավելի իդենտիֆիկացնելով և առանձնացնելով որպես պատմամշակութային և ինքնուրույն բնակավայր և կոլորիտ ունեցող բնակավայր՝ հնարավորություն կլինի այն ավելի արագ և էֆեկտիվ զարգացնել»,- ասաց Տերտերյանը:

Գյուղն առաջին հերթին հայտնի է Սանահինի վանքով, որը ՅՈԻՆԵՍԿՕ-ի համաշխարհային ժառանգության մաս է: Սանահինի պատմությունը սկսվում է վանական համալիրի հիմնադրմամբ՝ 10-րդ դարից:

Սանահինը հայտնի է եղել որպես հայ միջնադարյան հոգևոր, մշակութային և գիտակրթական նշանավոր կենտրոն: Նրա խոսքով՝ երկրորդ հիմնավորումն այն է, որ 273 տնտեսություն ունեցող և մշտական բնակվող 200 տնտեսություն ունեցող գյուղ է, որը Ալավերդի քաղաքից որոշակիորեն առանձնացած է:

«Շատ մանրամասն քննարկված է, և խնդրում ենք Ազգային ժողովին՝ դրական վերաբերմունք դրսևորել այս նախաձեռնությանը»,- ընդգծեց ՏԿԵ փոխնախարարը:

Ակնկալվում է, որ իրավական ակտի նախագծի ընդունման դեպքում կապահովվի Ալավերդի համայնքի տեղական ինքնակառավարման մարմինների միջնորդությունը, և Սանահին թաղամասը կառանձնացվի Ալավերդի բնակավայրից և կներառվի Ալավերդի համայնքում՝ որպես առանձին բնակավայր:

Հարակից զեկուցող Արեն Մկրտչյանի խոսքով՝ դեռևս 1996 թվականի Վարչատարածքային բաժանման մասին օրենքի կարգավորումներով՝ Սանահին գյուղական բնակավայրը Սլավերդու թաղամասի կարգավիճակ է ստացել, և 2017 և 2022 թվականների երկփուլ խոշորացումից հետո Սանահինը չունի վարչական ղեկավար և օպերատոր, և բնակիչները ստիպված են, օրինակ, հասարակ տեղեկանքի համար գնալ-հասնել Ալավերդու համայնքապետարան:

«Առանձին գյուղական բնակավայրի կարգավիճակ տալու պարագայում գյուղը վարչական շենք կունենա և հետևաբար՝ վարչական ղեկավար և օպերատոր»,- ընդգծեց Մկրտչյանը:
