Ադրբեջանը շարունակում է պնդել, որ խաղաղության վերջնական համաձայնագրի կնքման ամենալուրջ խոչընդոտը, մասնավորապես, Հայաստանի Սահմանադրության մեջ Ադրբեջանի դեմ տարածքային պահանջների շարունակությունն է։ Ադրբեջանի արտգործնախարարը Նյու Յորքում, ՄԱԿ-ի Գլխավոր ասամբլեայի 79-րդ նստաշրջանի շրջանակներում, հանդիպել է իրանցի գործընկերոջ հետ։ «Հայաստանի արագ ռազմականացումը, տարբեր պետությունների կողմից Հայաստանին տրամադրվող ռազմական աջակցությունը՝ շարունակվող ռևանշիստական միտումների ֆոնին վնասում են տարածաշրջանում անվտանգության և կայունության հաստատման ջանքերին»,- ասել է Բայրամովը։

Հայկական կողմը բազմիցս է նշել, որ Սահմանադրության փոփոխությունը ՀՀ ներքին գործն է։ Փաշինյանն էլ Նյու Յորքում հայտարարել է, թե Ադրբեջանի Սահմանադրության մեջ կան տարածքային պահանջներ Հայաստանի նկատմամբ, սակայն հայկական կողմը դա չի դարձնում բանակցային թեմա, քանի որ խաղաղության պայմանագրի համաձայնեցված տեքստում կա դրույթ, ըստ որի` կողմերից որևէ մեկը չի կարող հղում անել իր ներքին օրենսդրությանը՝ որպես արդարացում տվյալ միջազգային պայմանագրի դրույթները չիրականացնելու համար:

Հայաստանում Սահմանադրության փոփոխության հնարավորություն գոնե առաջիկա ամիսներին չկա, որևէ մեկը իշխանության հորդորով չի գնա և քվեարկի Անկախության հռչակագիրը Սահմանադրության նախաբանից հեռացնելու, այդկերպ Բաքվի պահանջները կատարելու օգտին։ Ըստ էության, պատային իրավիճակ է ստեղծվել, երբ ՀՀ իշխանությունները, նույնիսկ ամենաբարդ գնով չեն կարողանալու կատարել Ադրբեջանի պահանջը։ Բաքուն էլ, օգտվելով այդ հանգամանքից, կարող է նոր ռազմական էսկալացիա սադրել։
