«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունն հանրային քննարկման է ներկայացրել «Ընտանեկան և կենցաղային բռնություն գործադրած անձանց ռեաբիլիտացման ծրագիրը հաստատելու մասին» նախագիծը: 2024 թ. հուլիսի 1-ից «Ընտանեկան և կենցաղային բռնության կանխարգելման ու ընտանեկան և կենցաղային բռնության ենթարկված անձանց պաշտպանության մասին» օրենքում ուժի մեջ մտած մեծածավալ փոփոխությունների հետևանքով փոփոխվել է օրենքի վերնագիրը, գործառույթներ իրականացնող մարմինների շրջանակը, դրանց գործառույթները, լիազորությունները, համագործակցությունը և այլն:

Այժմ անհրաժեշտություն է առաջացել կառավարության որոշմամբ հաստատել ընտանեկան և կենցաղային բռնություն գործադրած անձանց ռեաբիլիտացման ծրագիրը: Նման հարցն, ըստ նախարարության, առավել արդիական է հաշվի առնելով, որ Հայաստանում մինչ այժմ ընտանեկան և կենցաղային բռնություն գործադրած անձանց հետ որևէ ռեաբիլիտացման ծրագիր չի իրականացվել: Նախարարությունն ուսումնասիրել է տարբեր երկրների փորձը, ընդգծում է՝ դրա վրա մշակված ռեաբիլիտացման ծրագրերը կազմված են այնպես, որ արձագանքեն երեք հիմնական նպատակների՝ կանանց և երեխաների ապահովությանն ու անվտանգությանը, ընտանեկան և կենցաղային բռնություն գործադրած անձի վարքի փոփոխությանը և նրանց հաշվետվողականությանը: Նախագծով առաջարկվում է սահմանել Հայաստանի Հանրապետությունում ընտանեկան և կենցաղային բռնություն գործադրած անձանց ռեաբիլիտացման ծրագիրը:

Վերականգնողական ծրագրերը կարող են իրականացվել ինչպես ազատազրկման վայրերում, այնպես էլ դրանցից դուրս, սակայն պետք է հետապնդեն նույն նպատակը և ծառայեն նույն խնդիրների լուծմանը: Նախագծի ընդունման պարագայում լրացուցիչ ֆինանսական միջոցների անհրաժեշտություն է առաջանում աշխատանքի և սոցիալական հարցերի նախարարության պետբյուջեից, ինչը նախատեսում է ծախսերի ավելացում։ Ռեաբիլիտացիոն ծրագրի իրականացումը նախարարությունը պատվիրակելու է հասարակական կազմակերպությանը՝ դրամաշնորհային մրցութային կարգով։ Ներկայումս նախարարությունը նույն սկզբունքով իրականացնում է ընտանեկան և կենցաղային բռնության ենթարկված անձանց աջակցության ծրագրեր, որոնց շրջանակում յուրաքանչ յուր աջակցության կենտրոնի (ներկա պահին աջակցության կենտրոններ են գործում բոլոր մարզերում և Երևանում) մեկ տարվա համար տրամադրվում է մինչև 7 մլն դրամ (աջակցության կենտրոնների շահառուների և հաստիքային միավորների թվով պայմանավորված գումարը կարող է տատանվել)։

Հաշվի առնելով այս փորձը՝ նախատեսվում է, որ 2026 թ.-ին անհրաժեշտ կլինի ռեաբիլիտացիոն ծրագիր իրականացնող առնվազն երկու կենտրոնի առկայություն, որոնցից յուրաքանչյուրին կտրամադրվի մինչև 7 մլն դրամ: 2025 թ.-ին սկսվելու են այս նախագծի ներդրման նախապատրաստական աշխատանքները, որոնք ֆինանսական ծախսեր չեն պահանջելու:
