Ութ ամիս անց Ադրբեջանի դեմ հայց չի ներկայացվել

Հայաստանն այս տարվա փետրվարի 1–ից Միջազգային քրեական դատարանի անդամ է։ ՄՔԴ կանոնադրությունը, որ հայտնի է «Հռոմի ստատուտ» անվամբ, ընդունվել էր անցած տարվա դեկտեմբերի 3-ին՝ ամիսներ տևած բուռն քննարկումներից հետո։ Իսկ փետրվարի 1-ից ՀՀ-ն արդեն ՄՔԴ լիիրավ անդամ է, անգամ դրոշն են բարձրացրել կենտրոնակայանի առջև։

Հայաստանը Կանոնադրությունը ստորագրել էր 1999թ. հոկտեմբերի 1-ին, սակայն չէր վավերացրել: Անցած տարի նախաձեռնելով Հռոմի ստատուտի վավերացման գործընթացը՝ գործող իշխանությունները այն կապում էին բացառապես Ադրբեջանի ռազմական հանցագործությունները դատապարտելու, համապատասխան հայցեր ներկայացնելու հնարավորության հետ։ Ստատուտի շուրջ քննարկումները հարուցել էին Մոսկվայի բուռն դժգոհությունը, ՄՔԴ-ն ձեբակալման օրդեր էր տվել ՌԴ նախագահ Վլադիմիր Պուտինի և Ռուսաստանի օմբուդսմենի համար։

Թե՛ խորհրդարանում կայացած քննարկումներում, և թե՛ իշխանամետ շրջանակների հարցազրույցներում պարբերաբար հայտարարվում էր, որ ստատուտի ընդունումը հայ-ռուսական հարաբերությունների հետ կապված չէ, Հռոմի ստատուտն ընդունում են, որ կարողանան հայց ներկայացնել ՄՔԴ։ Եվ իսկապես, Հայաստանն ունի նման հնարավորությունը։

Այլ հարց է, որ 8 ամիս անց ՀՀ իշխանությունները դեռ որևէ հայց չեն ներկայացրել Ադրբեջանի դեմ։ Ընդհակառակը, շշուկներ են տարածվել, որ պաշտոնական Երևանը կարող է հրաժարվել այլ ատյաններ ներկայացված միջպետական գանգատներից ևս։
Հռոմի ստատուտի ընդունումը, դրա շուրջ ՀՀ իշխանությունների բարձրացրած աղաղակը և այսօրվա լռությունը վկայում են, որ կանոնադրությունն ավելի շուտ ընդունվել է ՌԴ-ի դեմ, իսկ Ադրբեջանից Փաշինյանական իշխանությունը մահու չափ վախենում է։ Այնքան, որ նույնիսկ սեփական իրավունքները չի կարողանում պաշտպանել։
