Գեղամ Ստեփանյանը ֆեյսբուքյան իր էջում գրում է․

«Կանադայի արտաքին գործերի նախարարի հայտարարությունն է Արցախի հայաթափման առաջին տարելիցի կապակցությամբ, որտեղ հստակ արձանագրվում է և՛ գերիների ու պատանդների անհապաղ ազատ արձակման անհրաժեշտությունը, և՛ Արցախի ժողովրդի վերադարձի իրավունքը, և՛ հակամարտության կարգավորման համար կարևոր ինքնորոշման իրավունքի հարգումը:


Կանադան խոսում է այս կարևոր հարցերի մասին, Հայաստանը՝ ոչ:
Շուտով երևի Կանադան էլ կհայտարարվի Հայաստանի «ազգային անվտանգության սպառնալիք»:


Հատարարության տեքստը ստորև՝
«Անցյալ շաբաթ լրացավ մեկ տարին, երբ Ադրբեջանը սանձազերծեց ռազմական գործողություն Լեռնային Ղարաբաղում՝ դարեր շարունակ էթնիկ հայերով բնակեցված տարածաշրջանում: Այս գործողության հետևանքները ծանր էին, դրա արդյունքում ավելի քան 100․000 խաղաղ բնակիչներ, այդ թվում՝ 30․000 երեխաներ, բռնի տեղահանվեցին Հայաստան՝ երկրում առաջացնելով մարդասիրական կարիքների արագ աճ։


Ադրբեջանի կողմից չարդարացված ռազմական գործողությանը նախորդել էր Լաչինի միջանցքով մարդասիրական ապրանքների անցման իննամսյա շրջափակումը, ինչը խախտել էր Արդարադատության միջազգային դատարանի ժամանակավոր միջոցի կիրառման մասին որոշումը։


Կանադան համերաշխ է այս ճգնաժամից տուժած մարդկանց հետ և երախտապարտ է Հայաստանին իր դռները բացելու համար։ Այդ իսկ պատճառով 2023 թ․ մենք ավելի քան 3․9 միլիոն դոլարի մարդասիրական օգնություն ենք հատկացրել Լեռնային Ղարաբաղում ստեղծված իրավիճակից բխող հրատապ կարիքները լուծելու համար։
Կանադան շարունակում է կոչ անել և աջակցել Հայաստանի և Ադրբեջանի միջև համապարփակ խաղաղության պայմանագրի կնքմանն ուղղված բովանդակալից բանակցություններին, ինչպես նաև կողմերի միջև երկխոսության և վստահության ամրապնդման միջոցառումների շարունակմանը՝ այս տարածաշրջանի ժողովրդի համար արդար և տևական խաղաղության համար:


Կանադան բազմիցս կոչ է արել անվերապահորեն ազատել 2020 թ․ Ղարաբաղյան պատերազմի բոլոր հայ ռազմագերիներին։ Մենք նաև շարունակում ենք կոչ անել ազատ արձակել Ադրբեջանից կամայականորեն ձերբակալված բոլոր էթնիկ հայերին։
Կանադան աջակցում է Լեռնային Ղարաբաղի հիմնախնդրի բանակցային քաղաքական լուծմանը և աջակցում է ուժի չկիրառման, տարածքային ամբողջականության հարգման սկզբունքներին և ինքնորոշման իրավունքին՝ այս տարածաշրջանի ժողովրդի համար արդար և տևական խաղաղության հասնելու բանակցություններում։ Սա պետք է ենթադրի հայ խաղաղ բնակիչների վերադարձի անվտանգ և արժանապատիվ իրավունքը, երաշխավորի մարդու իրավունքների և քաղաքացիական կենսամիջոցների պաշտպանությունը և տարածքում հայկական մշակութային ու պատմական վայրերի պահպանումը»:
