Ազգային ժողովում «Քաղաքացիական պայմանագիր» խմբակցության նախաձեռնած՝ էլեկտրաէներգիայի խնդիրների մասին աշխատանքային քննարկման ժամանակ պատգամավոր Սերգեյ Բագրատյանը թվարկեց տարածաշրջանի երկրների էլեկտրաէներգիայի 1 Կվտ գինը՝ դոլարով արտահայտված:
Ըստ այդմ՝ Իրան՝ 0,002 դոլար, Ղրղզստան՝ 0,013 դոլար, Ուզբեկստան՝ 0,023 դոլար, Ադրբեջան՝ 0,047 դոլար, Թուրքիա՝ 0,048 դոլար, Ղազախստան՝ 0,049 դոլար, ՌԴ՝ 0,059 դոլար, Ուկրաինա՝ 0,064 դոլար, Վրաստան՝ 0,074 դոլար, Հայաստան՝ 0,0113 դոլար: Պատգամավորը հետաքրքրվեց՝ այս բոլոր երկրների էլեկտրաէներգիայի 1 կիլովատի գինն ինչո՞ւ է ավելի էժան, քան Հայաստանում է:
«Այս բոլոր երկրների «մոնոպոլիաների» գինը ինչո՞ւ է Հայաստանի «մոնոպոլիայից» էժան»,- հարցրեց Բագրատյանը:
ՀԾԿՀ նախագահ Գարեգին Բաղրամյանը պարզաբանեց՝ եթե ուզում ենք մոնոպոլ դիրքը համեմատել տարածաշրջանի սակագների հետ, ուրեմն պետք է համեմատենք, թե մենք ինչ ենք սահմանել որպես բաշխման սակագին. «Որովհետև եթե մեր վերջնական սակագները՝ ՀԷՑ-ի համար սահմանված, ինչ-որ մեկի համար թանկ են թվում, ինքն արդեն ավելի ազատ է: Ցանկացած սպառող ազատ է՝ դուրս գալու շուկա և գտնելու էլեկտրաէներգիա:
Բայց որ մեր էլեկտրաէներգիան ավելի թանկ է ստացվում, դա ավելի խոր խնդիրներից է. դա նրանից է, որ տարածաշրջանի ենթակառուցվածքները դեռևս ամբողջապես բացված չեն: Մեր ազատ շուկան լիարժեք կգործի, երբ կունենանք հաստատուն կապ Վրաստանի հետ, կկարողանանք դուրս գալ ԵԱՏՄ շուկա, ԵՄ շուկա Վրաստանով: Բայց երբ մենք դեռևս ունենք սահմանափակ ենթակառուցվածք Վրաստանի հետ, ընդամենը մոտ 100 Մվտ ենք առևտուր անում, բնականաբար, այդ ազատ շուկան իր ամբողջ էֆեկտը չի տալիս»:
ՀԾԿՀ նախագահը խոսեց նաև էլեկտրաէներգիայի ներկրման մասով քննարկված հնարավորությունների մասին, օրինակ՝ ուսումնասիրվել է ԵԱՏՄ շուկան, և պարզվել է, որ ղազախական շուկայում կարող են այնպիսի ամիսներ լինեն, որ հնարավոր լինի էլեկտրաէներգիա ներկրել:
«Այսինքն՝ եթե տարածաշրջանային շուկաները բացված լինեին, մենք ազատ շուկաների տված հնարավորությունները կօգտագործեինք»,- ասաց նա:
