Լրացուցիչ վարկային միջոցներ՝ խաղողի մթերումների գործընթացը կազմակերպելու համար

Գործադիրն ընդունել է որոշում՝ Գյուղատնտեսական հումքի մթերումների (գնումների) նպատակով տրամադրվող վարկերի տոկոսադրույքների սուբսիդավորման ծրագրի շրջանակում 2024 թ. խաղողի մթերումներ իրականացնելու նպատակով լրացուցիչ վարկային միջոցներ ներգրավելու համար գրավի չբավարարող մասի մինչև 50 %-ի չափով բյուջետային երաշխիք տրամադրելու կարգը հաստատելու նպատակով:
Ըստ հիմնավորման՝ բյուջետային երաշխիքի գործիքը կիրառվել է 2021-2022 թթ. խաղողի և պտուղբանջարեղենի, իսկ 2023 թ. խաղողի մթերումների գործընթացներում առկա խնդիրները մեղմելու, գործընթացները բնականոն կազմակերպելու և մթերումներ իրականացնող տնտեսավարողների մոտ ապահովման միջոցի ոչ բավարար մակարդակի դեպքում լրացուցիչ վարկային միջոցներ ներգրավելու հնարավորություն տրամադրելու նպատակով։
Մասնավորապես՝ 2023 թ. բյուջետային երաշխիքներ են տրամադրվել խաղող մթերող 3 կազմակերպության շուրջ 2.7 մլրդ դրամի չափով՝ 3 տարի 9 ամիս մարման ժամկետով, որոնց մարումները կսկսվեն 2025 թ. նոյեմբեր-դեկտեմբեր ամիսներից։
Բյուջետային երաշխիքի գործիքի կիրառմամբ հնարավորություն է տրվել լրացուցիչ վարկային միջոցների ներգրավման արդյունքում ապահովելու 2021-2023 թթ. գյուղատնտեսական հումքի, մասնավորապես՝ խաղողի մթերումների գործընթացը։ Ընթացիկ տարվա խաղողի մթերումների գործընթացի ապահովման նպատակով կանխատեսվող բյուջետային երաշխիքի չափը գնահատվում է մինչև 6.0 մլրդ դրամ՝ հիմք ընդունելով մինչև հուլիսի 1-ը խաղողի մթերումների համար կնքված պայմանագրերի արժեքները, որոնց շրջանակներում շահառուները կարող են օգտվել ծրագրից։ Այսպիսով, սահմանվում է, որ բյուջետային երաշխիքները տրամադրվում են ծրագրի շրջանակում խաղողի մթերումներ իրականացնող տնտեսավարողներին՝ 2024 թ. օգոստոսի 1-ից մինչև դեկտեմբերի 30-ը տրամադրվող վարկերի համար, իսկ տրամադրվող բյուջետային երաշխիքի գումարը չպետք է գերազանցի ՖԿ-ի կողմից տրամադրվող վարկի գումարի 50%-ը, բայց ոչ ավելի, քան 2023 թ. արտահանված արտադրանքի արժեքի չափը։ Ընդ որում, տրամադրվող բյուջետային երաշխիքի գումարի նվազագույն չափը կազմում է 100 մլն դրամ։
Բյուջետային երաշխիքները կարող են տրամադրվել առանց ապահովման լրացուցիչ միջոցների. տրամադրվում են առավելագույնը մինչև քսանյոթ ամիս մարման ժամկետով և այլն:
