Արցախի ՄԻՊ Գեղամ Ստեփանյանը ֆեյսբուքյան պաշտոնական էջում հայտնել է, որ Արտակ Բեգլարյանի հետ Միջազգային քրեական դատարանի դատախազին ներկայացրել են համատեղ դիմում՝ Արցախում Ադրբեջանի կողմից մարդկության դեմ իրականացված հանցագործությունների ուսումասիրություն սկսելու պահանջով:

«Եթե որոշները կարծում են, թե մեզ հետ կատարվածը պետք է մարսենք, մոռանանք ու անցնենք առաջ, ապա չարաչար սխալվում են: Չի՛ լինելու այդպես:

Այսօր Արտակ Բեգլարյանի հետ Միջազգային քրեական դատարանի դատախազին ենք ներկայացրել մեր դիմումը՝ Արցախում Ադրբեջանի կողմից մարդկության դեմ իրականացված հանցագործությունների ուսումասիրություն սկսելու պահանջով:
Փարիզ – Հաագա, Արցախի (Լեռնային Ղարաբաղի) դեմ ադրբեջանական հարձակումից և ավելի քան 100,000 հայերի տեղահանումից մեկ տարի անց Գեղամ Ստեփանյանի ու Արտակ Բեգլարյանի կողմից հայց է ներկայացվել Միջազգային քրեական դատարանի դատախազին՝ մարդկության դեմ հանցագործությունների համար:

Թուֆենկյան հիմնադրամի և «Արցախի աջակցության միության» համագործակցությամբ՝ միջազգային առաջատար փաստաբաններ Ֆրանսուա Զիմերեյը և Կատալինա դե լա Սոտան ներկայացնում են Արտակ Բեգլարյանին և Գեղամ Ստեփանյանին: Նրանք զբաղեցրել են Լեռնային Ղարաբաղի Մարդու իրավունքների պաշտպանի պաշտոնը և եղել են իրենց հայրենիքից տեղահանված ավելի քան 100,000 մարդկանց մեջ:

Հայցի մեջ ընդգծվում է, որ նրանք ստիպված էին տառապել սննդի և առողջապահական օգնության բացակայությունից, որը հարուցվել էր 2022թ. դեկտեմբերին սկսած Լեռնային Ղարաբաղի 9-ամսյա շրջափակման հետևանքով: Դրան հաջորդեց Ադրբեջանի զինված ուժերի հանկարծակի ագրեսիան 2023 թվականի սեպտեմբերի 19-ին և բնակչության բռնի տեղահանությունը:

Մի խումբ այլ ղեկավարներ և բնակիչներ, որոնք չկարողացան դուրս գալ Լեռնային Ղարաբաղից, ձերբակալվեցին Ադրբեջանի իշխանությունների կողմից և պահվում են անազատության մեջ: Նրանք ենթարկվում են խոշտանգումների և վատ վերաբերմունքի, ինչպես նաև զրկված են ընտանիքների ու փաստաբանների հետ պատշաճ հաղորդակցության հնարավորությունից:

Ֆրանսուա Զիմերեյի և Կատալինա դե լա Սոտայի կարծիքով՝ «Ոչինչ չի կարող արդարացնել խաղաղ բնակչության՝ իրենց հայրենիքից ու տներից բռնի զրկման փաստը: Աշխարհը պետք է մերժի այս վայրագությունը, որը մեր ներկայացրած հայցի նպատակն է»:

Հայցը ներկայացվել է որպես «հաղորդում»՝ համաձայն Հռոմի ստատուտի 15-րդ հոդվածի, որը հնարավորություն է տալիս դատախազին հետաքննություն սկսել ներկայացված տեղեկությունների հիման վրա: Փաստաբանների խոսքով՝ «Լեռնային Ղարաբաղի հայերի տեղահանությունն ունի մարդկության դեմ հանցագործության բոլոր հատկանիշները:

Այն եղել է անձանց բռնի տեղահանում նրանց օրինական բնակության վայրից՝ որպես լայնամասշտաբ ոտնձգություն քաղաքացիական բնակչության դեմ՝ ամբողջովին գիտակցելով դրա հետևանքները: Բոլոր պայմաններն առկա են, որ այդ հանցագործությունների պատասխանատուները արդարադատության ենթարկվեն միջազգային քրեական իրավունքի շրջանակներում»,-գրել է նա։
