Կառավարությունն իր այսօրվա՝ սեպտեմբերի 19-ի նիստում որոշում կայացրեց, ըստ որի ՀՀ պետական պահպանության ծառայության պետն ու տեղակալները, որոնք զբաղեցնում են ոչ զինվորական ծառայության պաշտոն, իրավունք կունենան ֆիզիկական ուժ գործադրել, հատուկ միջոցներ և զենք կրել, պահել և կիրառել։ Համապատասխան փոփոխություններ կկատարվեն «Պետական կառավարման համակարգի մարմինների մասին» և «Պետական կառավարման համակարգի մարմինների մասին» ՀՀ օրենքներում։

«Ծառայության հատուկ բնույթով ու առանձնահատկություններով պայմանավորված տեղի ունեցող պահպանական միջոցառումներին հաճախակի անմիջապես մասնակցում է անձամբ ՊՊԾ պետը, ինչպես նաև պետի տեղակալները, և այդ միջոցառումների ընթացքում վերջիններս, իրենց իրավասության սահմաններում, կազմակերպում և ղեկավարում են իրականացվող գործողությունները, անձնական օրինակով ենթակաների մոտ առաջացնում պատասխանատվության զգացում իրենց ծառայողական պարտականություններն առավել զգոն և բարեխղճորեն կատարելու նկատմամբ»,– ասված է որոշման հիմնավորման մեջ։

Օրենսդրական փոփոխություններով` ՊՊԾ ծառայողներին նաև իրավունք կվերապահվի պահպանական միջոցառումների իրականացման ժամանակ օգտագործել ֆիզիկական անձանց և կազմակերպություններին պատկանող տրանսպորտային միջոցները։ Այս նախագծի ընդունումը համարվել է անհետաձգելի։ Նիկոլ Փաշինյանը վախ ունի ոչ միայն ընդդիմությունից ու հանրությունից, այլև սեփական թիկնապահներից, և այժմ ՊՊԾ պետին ու նրա տեղակալներին զենք կրելու իրավունք է շնորհում։ Այդ պաշտոններում նա ամենահավատարիմներին է նշանակել, որոնց վրա էլ կարող է հույս դնել։
