USAID-ը ՀՀ-ում «deep state» է ձևավորո՞ւմ. «Փաստ»

«Փաստ» օրաթերթը գրում է.
ՀՀ փոխվարչապետ Մհեր Գրիգորյանը և Ամերիկայի Միացյալ Նահանգների Միջազգային զարգացման գործակալության հայաստանյան առաքելության տնօրեն Ջոն Ալելոն ստորագրել են ՀՀ և ԱՄՆ միջև զարգացմանն ուղղված համագործակցության դրամաշնորհային համաձայնագրի փոփոխությունը: Վերջինիս արդյունքում ավելի քան կրկնապատկվում է ԱՄՆ ՄԶԳ-ի համաձայնագրի շրջանակում տրամադրվող գումարի շեմը՝ 120 միլիոն դոլարից դառնալով 250 միլիոն դոլար, ինչպես նաև ընդլայնվում են համատեղ ծրագրերի ոլորտները:
Ընդհանրապես, 2018 թվականի իշխանափոխությունից հետո, այսինքն՝ Նիկոլ Փաշինյանի վարչապետության շրջանում USAID-ի գործունեությունը ՀՀ-ում ավելացել է, իսկ ֆինանսավորումը մեծացել է։ Շատ փորձագետներ նշում են, որ դա ամերիկյան քաղաքականության մի մաս է՝ ՌԴ-ԱՄՆ «սառը պատերազմի» կոնյուկտուրային պայմաններում, և ակնհայտորեն արվում է ՔՊ-ի ու քպամերձ արևմտամետ շրջանակների հակառուսական արտաքին քաղաքական ուղենիշին աջակցելու և հանրության մեջ հակառուսականության դոզան էապես ավելացնելու նպատակով։
Իսկ ի՞նչ է իրենից ներկայացնում USAID-ը: Այս թեմային օրերս անդրադարձել է «Հանրապետության հրապարակ» տելեգրամյան ալիքը՝ մասնավորաբար նշելով, որ USAID-ը ԱՄՆ-ի հատուկ ծառայությունների «soft power»-ն է, և աշխարհի տարբեր երկրներում այդ կազմակերպությունը զբաղվում է հետախուզական ցանցեր ստեղծելով և ազդեցության գործակալներ «աճեցնելով»։Հեղինակները կարծիք են հայտնում, որ USAID-ը ՀՀ-ում շարունակելու է ձևավորել ՀԿ-ների ցանց, որոնք կյանքի են կոչելու ՀՀ-ն ՌԴ-ից «կտրելու» քաղաքականություն և Արևմուտքի շահերի լոբբինգով են զբաղվելու, ինչպես նաև ՀՀ-ում բարձրացնելու են հակառուսական տրամադրություններ։
«ԱՄՆ-ն իր գեոպոլիտիկ շահերի լոբբինգով զբաղվող ցանց է ձևավորել ՀՀ-ում՝ հազարավոր ՀԿ-ների տեսքով, որոնք իրականացնում են տարբեր ծրագրեր՝ բնապահպանական, ՏՏ, բիզնես, մեդիայի և բազմաթիվ այլ ոլորտներում, որոնք ընդգրկում են տնտեսական և քաղաքացիական հասարակության բազմաթիվ շերտեր և ոլորտներ»,-նշում է ալիքը և հիշեցնում մի շարք ծրագրեր, որոնք իրականացվել են Հայաստանում 2023 թվականին և ամփոփում, այսպիսով, USAID-ը դարձել է ՀՀ-ում ազդեցիկ գործոն, «ստվերային կառավարություն», որը ՀՀ-ում ստեղծում է «deep state», որը զբաղվելու է ամերիկյան աշխարհաքաղաքական շահերը սպասարկելով՝ Հայաստանում ԱՄՆ դեսպանատան ընդհանուր համակարգմամբ։
