ԵՄ-ն ի գիտություն է ընդունում Ադրբեջանի վերաբերյալ հրապարակային հայտարարությունը, որն ընդունվել է Խոշտանգումների և անմարդկային կամ արժանապատվությունը նվաստացնող վերաբերմունքի կամ պատժի կանխարգելման եվրոպական կոմիտեի (ԽԿԵԿ) 2024 թվականի հուլիսին կայացած լիագումար նիստում։ Այս մասին ասվում է ԵԽ-ում ԵՄ պատվիրակության հայտարարության մեջ
«Մենք ցավում ենք Ադրբեջանի իշխանությունների և ԽԿԵԿ-ի միջև համագործակցության բացակայության համար և կոչ ենք անում Ադրբեջանի իշխանություններին վերսկսել կառուցողական երկխոսությունը կոմիտեի հետ:
Կոչ ենք անում Ադրբեջանի իշխանություններին՝ լուծել Կոմիտեի հայտարարության մեջ բարձրացված հարցերը՝ իրենց միջազգային պարտավորություններին համապատասխան, ներառյալ նրանք, որոնք Ադրբեջանը ստորագրել է որպես Եվրոպայի խորհրդի անդամ։
ԵՄ-ն անհանգստացած է Ադրբեջանում տեղի ունեցած վերջին ձերբակալությունների առիթով, որոնք մեծացնում են անցյալ տարվանից անկախ լրագրողների, իրավապաշտպանների և քաղաքացիական հասարակության ներկայացուցիչների ձերբակալությունների մտահոգիչ միտումը:
Մենք կոչ ենք անում Ադրբեջանին ապահովել թափանցիկություն և պատշաճ իրավական ընթացակարգ, ինչպես նաև արժանապատիվ և անվտանգ պայմաններ բոլոր կալանավորների համար, ներառյալ նրանց լիարժեք հասանելիությունը առողջապահական և անկախ իրավաբանական ծառայություններին, ինչպես նաև լուծել լուրջ հիմնախնդիրները՝ կապված խոշտանգումների և անմարդկային կամ նվաստացնող վերաբերմունքի կամ պատժի հետ:
Եվրամիությունը հանձնառու է շարունակել երկխոսությունը Ադրբեջանի հետ համագործակցության բոլոր առանցքային ոլորտներում, ներառյալ մարդու իրավունքները և օրենքի գերակայությունը՝ համաձայն ընդհանուր միջազգային պարտավորությունների:
Հայտարարությանը միացել են Հայաստանը, Իսլանդիան, Լիխտենշտեյնը, Մոնակոն, Չեռնոգորիան, Հյուսիսային Մակեդոնիան, Նորվեգիան, Սան Մարինոն և Միացյալ Թագավորությունը։
