Նոյեմբերին Բաքվում տեղի ունենալիք COP29 գագաթաժողովի ընթացքում ադրբեջանական բանտում գտնվող հայերի ազատ արձակման հարցը պետք է լինի օրակարգում և քննարկվող հարցերի մաս կազմի։ Այս մասին այսօր՝ սեպտեմբերի 13-ին, Երևանում մամուլի ասուլիսի ժամանակ հայտարարեց Միջազգային քրեական դատարանի նախկին գլխավոր դատախազ Լուիս Մորենո Օկամպոն՝ ուղերձ հղելով COP29 գագաթնաժողովի մասնակիցներին և որոշում կայացնողներին։
Նա չափազանց կարևոր համարեց այն հանգամանքը, որ այդ գագաթնաժողովի ժամանակ մասնակիցների կողմից չարհամարհվի Բաքվում անազատության մեջ գտնվող հայերի խնդիրը՝ միաժամանակ հույս հայտնելով, որ հայ գերիներն ազատ կարձակվեն գագաթնաժողովից առաջ։
Նրա դիտարկմամբ՝ Բաքվում անազատության մեջ գտնվող հայերը գերիներ են, այլ ոչ թե ռազմագերիներ. «Այն մարդիկ, ովքեր հիմա գտնվում են Բաքվի բանտերում, նրանք պարզապես Արցախի առաջնորդներն էին։ Սա տխրեցնող է, սակայն նման է նրան, ինչ տեղի է ունեցել 1915 թվականին, քանի որ այն ժամանակ թուրքերի առաջնային առաքելությունը հայերի առաջնորների վերացումն էր։ Սա նույնն է, ինչ տեղի ունեցավ Լեռնային Ղարաբաղում», - ընդգծեց Օկամպոն՝ վերահաստատելով իր այն միտքը, որ Լեռնային Ղարաբաղի նախկին ռազմաքաղաքական ղեկավարների ազատման հարցը պետք է լինի COP29-ի օրակարգում և քննարկումների մաս կազմի։
