«Թե ում հրահանգով է նման հայտարարություն տարածվել, դժվար չէ կռահել»․ Գառնիկ Դանիելյան

«ՀՀ Արդարադատության նախարարությունը մայիսի 20-ին տեղեկություն էր տարածել առ այն, որ Կիրանցում համապատասխան իրավունքների պետական գրանցումները կատարվել են ոչ ճշգրիտ տվյալների հիման վրա, և որ գրանցումները չեն կարող իրավական հիմք հանդիսանալ պնդելու, որ անճշտությունների հիման վրա պետական գրանցումների կատարման փաստի ուժով խնդրո առարկա տարածքները համարվում են ՀՀ ինքնիշխան տարածքի մաս։
Փաստացի, Արդարադատության նախարարությունը մեղադրել էր Կադաստրի պետական կոմիտեին կադաստրի վկայականներ կեղծելու մեջ։
ՀՀ Կադաստրի կոմիտեից արձագանքել էին, որ Տավուշի մարզի Կիրանց գյուղում տրված կադաստրային վկայականները համարվում են ճիշտ, քանի դեռ գրանցումը դատարանով անվավեր չի ճանաչվել։
ՀՀ գլխավոր դատախազի խոսնակն այսօր հանդես է եկել հերքմամբ՝ հայտնելով, որ սեպտեմբերի 11-ին Ազգային ժողովում հարցուպատասխանի ընթացքում իմ հնչեցրած պնդումը, թե դատախազությունը օրինական է ճանաչել կիրանցեցիների կադաստրի վկայականները, չի համապատասխանում իրականությանը։ Խոսնակը նշել է, որ դատախազությունը դեռևս դիրքորոշում չի արտահայտել, գնահատականներ չի տվել։
Մինչդեռ, իրականությունն այլ է, և այդ մասին փաստում է հենց ՀՀ գլխավոր դատախազության պատասխանը՝ «Փաստինֆո»-ին։
«Փաստինֆո»-ն գրավոր հարցում էր ուղարկել ՀՀ գլխավոր դատախազություն՝ հետաքրքրվելով, թե նախաձեռնվե՞լ է արդյոք քրեական վարույթ՝ Կադաստրի պետական կոմիտեի կողմից կիրանցիներին սեփականաշնորհման կեղծ վկայականներ տրամադրելու վերաբերյալ։
ՀՀ գլխավոր դատախազությունը հարցմանն ի պատասխան հայտնել է, որ ստացված հաղորդումներն ուղարկվել են ՀՀ ԱԱԾ՝ դրանցում նշված հանգամանքներն «Օպերատիվ-հետախուզական գործունեության մասին» ՀՀ օրենքով սահմանված կարգով ստուգելու նպատակով, և որ ներկայումս քրեական վարույթ նախաձեռնված չէ։
Ստացվում է, որ որևէ հիմք չկա պնդելու, թե կիրանցցիներին տրվել են կեղծ վկայականներ։ Իսկ թե ինչու և ում անմիջական հրահանգով է նման հայտարարություն տարածել Արդարադատություն նախարարությունը՝ կասկածի տակ առնելով ՀՀ ինքնիշխան տարածքները, դժվար չէ կռահել»։
