«ՀՀ ՔՏՀԱ տեսչական մարմինը Հրազդան ՋԷԿ-ի տարածքում գտնվող  և ապօրինի շահագործված օբյեկտին 2 անգամ բացասական եզրակացություն է տրամադրել»,- քիչ առաջ հայտարարեցին ՔՏՀԱ-ից՝ անդրադառնալով այն օբյեկտին, որում այսօր պայթյուն էր գրանցվել։

Նշենք, որ ՆԳՆ-ի տարածած հաղորդագրությունում էլ նշվում է՝ պայթյունը գրանցվել է «ՀրազՋԷԿ» ԲԲԸ-ի չգործող ձուլարանում։

Ինչևէ, Տեսչական մարմնից հայտնում են նաև՝ հանդիսանալով որպես արտադրական վտանագավոր օբյեկտ (ԱՎՕ), այն իրենց կողմից ստուգման պահին գրանցված չի եղել ՀՀ Ներքին գործերի նախարարության կողմից վարվող արտադրական վտանգավոր օբյեկտների ռեեստրում։

ՔՏՀԱ հաղորդագրությունում նշված է նաև հետևյալը․

«Այսօր՝ սեպտեմբերի 10-ին, ժամը 16:50-ի սահմաններում Հրազդան ՋԷԿ-ի տարածքում   գործող ձուլարանում տեղի ունեցած պայթյունի առնչությամբ հարկ ենք համարում տեղեկացնել, որ ձուլարանն ապօրինի շահագործած ընկերությունը  ս․ թ․ մարտի 11-ին դիմել է  ՀՀ քաղաքաշինության, տեխնիկական և հրդեհային անվտանգության տեսչական մարմին՝ (այսուհետ՝ Տեսչական մարմին) ՀՀ Կոտայքի մարզ, Հրազդան համայնք, քաղաք Հրազդան, Գործարանային 1/13 հասցեում գոյություն ունեցող N1 և N2 մասնաշենքերի ավարտված շինարարության փաստագրման նպատակով թեկնածու տրամադրելու համար։

Տեսչական մարմնի մասնագետների կողմից 08․04․2024 թ․ օբյեկտում իրականացված ստուգման արդյունքում արձանագրվել է, որ առկա են տեխնիկական  և հրդեհային անվտանգության նորմատիվ փաստաթղթերի պահանջների բազմաթիվ խախտումներ և որոնցից ամենակարևորն է, որ  վերակառուցված օբյեկտը հանդիսանալով որպես արտադրական վտանագավոր օբյեկտ (ԱՎՕ)  ստուգման պահին գրանցված չի եղել ՀՀ Ներքին գործերի նախարարության կողմից վարվող արտադրական վտանգավոր օբյեկտների ռեեստրում,  չի անցել ամենամյա փորձաքննություն և  չի ունեցել շահագործման դրական փորձագիտական եզրակացություն, ինչպես նաև  օբյեկտում բացակայել է հրդեհի ազդարարման ինքնաշխատ համակարգը, հակահրդեհային  ներքին ջրացանցը, հրդեհաշիջման սկզբնական միջոցները։

Հաշվի առնելով արձանագրված թերությունները  Տեսչական մարմնի կողմից 08․04․2024 թվականին տրվել է նշված օբյեկտի շինարարական աշխատանքների ավարտի փաստագրման մերժման եզրակացություն։

Այնուհետև՝ 15․05․2024 թ․ ընկերությունը դիմել է Տեսչական մարմին՝  նախկինում արձանագրված թերությունները վերացնելու հիմքով օբյեկտում կրկին ուսումնասիրություններ իրականացնելու և շինարարական աշխատանքների ավարտը փաստագրելու խնդրանքով։

Արդյունքում օբյեկտում իրականացված կրկնակի ուսումնասիրությամբ  պարզվել է, որ նախկինում արձանագրված խախտումները ընկերության կողմից չեն վերացվել, որոնց հիմքով Տեսչական մարմնի կողմից կրկին տրվել է օբյեկտի շահագործման  մերժման եզրակացություն։

Ստեղծված իրավիճակում հարկ է նկատել, որ Տեսչական մարմնի կողմից արձանագրված խախտումների համադրության արդյունքում նշված օբյեկտն  անվտանգ չէր և փաստացի չէր կարող շահագործվել։ 

Հետայսու նմանատիպ անդառնալի հետևանքներից խուսափելու համար Տեսչական մարմինը հորդորում է արտադրական վտանագավոր օբյեկտ շահագործողներին՝ համապատասխան  փորձաքննության և շահագործման դրական եզրակացության բացակայության պայմաններում իսպառ բացառել  դրանց շահագործումը»։
