Եվրասիական տնտեսական հանձնաժողովի խորհրդի 24.11.2023 թ. N 134 և ՀՀ կառավարության 28.12.2023 թ. N 2307-Ն որոշումներով ԱՏԳ ԱԱ 8703 80 000 2 ծածկագրին դասվող էլեկտրական շարժիչով տրանսպորտային միջոցների համար 0% ներմուծման մաքսատուրքի արտոնությամբ ձևակերպելու քվոտան 2024 թվականի համար սահմանվել է 7400 տրանսպորտային միջոցի մասով:
Պետական եկամուտների կոմիտեն տեղեկացնում է, որ սա նշանակում է, որ 7400-ը գերազանցող յուրաքանչյուր հաջորդ էլեկտրական շարժիչով տրանսպորտային միջոցի ձևակերպման համար ԵՏՄ ընդհանուր կանոններով սահմանված կարգով 2024 թվականին կկիրառվի 15% ներմուծման մաքսատուրքի դրույքաչափ։
2024 հունվար-օգոստոս ամիսներին և սեպտեմբեր ամսվա 1-8-ն ընկած ժամանակահատվածում արդեն իսկ, ձևակերպվել է 6285 էլեկտրական շարժիչով տրանսպորտային միջոց, այսինքն` 2024 թ. սեպտեմբերի 9-ից դեկտեմբերի 31-ն ընկած ժամանակահատվածի համար 0% ներմուծման մաքսատուրքի արտոնությամբ կարող է ձևակերպվել դեռևս 1115 հատ:
Միաժամանակ, կոմիտեն տեղեկացնում է, որ օրենսդրության համաձայն` տվյալ սակագնային քվոտայից հնարավոր չի լինի օգտվել դեռևս ՀՀ չներմուծված տրասնպորտային միջոցի համար նախնական մաքսային հայտարարագրի ներկայացման դեպքում, քանի որ արտոնության կիրառման նպատակներով նախնական մաքսային հայտարարագրման դեպքում, ապրանքի հայտարարագրի գրանցում է համարվելու oրենսդրությամբ նախատեսված տեղեկությունների ներկայացման արդյունքում մաքսային մարմինների կողմից նախնական մաքսային հայտարարագրում ճշգրտումների գրանցումը: Ճշգրտման գրանցումը հնարավոր կլինի իրականացնել միայն տվյալ տրանսպորտային միջոցի Հայաստանի Հանրապետություն փաստացի ներմուծման դեպքում և արդյունքում սակագնային արտոնության կիրառումը կախված կլինի տվյալ օրվա դրությամբ 0 տոկոս մաքսատուրքի արտոնության կիրառման համար սահմանված 7400 տրանսպորտային միջոցների քանակի լրացված չլինելու հանգամանքից։
ՊԵԿ-ը նաև հիշեցնում է, որ 2025 թվականի համար ԱՏԳ ԱԱ 8703 80 000 2 ծածկագրին դասվող էլեկտրական շարժիչով տրանսպորտային միջոցների համար ևս սահմանված է 0 տոկոս ներմուծման մաքսատուրքի դրույքաչափ՝ 8000 տրանսպորտային միջոցների համար: 2025 թվականի քվոտայից օգտվելու համար անհրաժեշտ կլինի ՀՀ ներմուծված տրասնպորտային միջոցի համար մաքսային հայտարարագիրը կամ մաքսային մուտքի օրդերը ներկայացնել և գրանցել 01.01.2025 թվականից սկսած:
Միաժամանակ, ՀՀ հարկային օրենսգրքի համաձայն՝ մինչև 01.01.2026 թ. շարունակելու է գործել էլեկտրական շարժիչով տրանսպորտային միջոցների ներմուծման ԱԱՀ-ից ազատման արտոնությունը, որի գծով քանակային սահմանափակում առկա չէ:
