2018 թ. իշխանափոխությունից հետո, երբ Նիկոլ Փաշինյանն արագացված տեմպերով իր համար ոստիկանապետություն է կառուցում, բազմիցս արձանագրել ենք, որ նոր իրավիճակում անպաշտպան է նույնիսկ ՀՀ իրավապահ համակարգը։ Այդ համակարգը՝ իր բազում կառույցներով, զբաղված է բացառապես մեկ մարդու՝ Նիկոլ Փաշինյանի անձնական անվտանգության ապահովմամբ։ Երկրում քրեածին իրավիճակը սրվել է, հանցագործություններ կատարվում են գրեթե ամեն օր, իսկ ոստիկանությունը, դրանք բացահայտելու ոչ կամք ունի, ոչ հնարավորություն։

Նախօրեին Արմավիրի մարզում կատարվածն ասվածի վառ վկայությունն է։ 41-ամյա տղամարդը մեքենայի միջից իր մոտ եղած ինքնաձիգով կրակոցներ էր արձակել ոստիկանների ուղղությամբ, այնուհետև իջել և շարունակել էր արձակել կրակոցներ, ինչից հետո դիմել էր փախուստի։ Կրակոցների հետևանքով մահացել էր ոստիկանության Արմավիրի բաժնի օպերլիազոր, ոստիկանության կապիտան Հայրապետ Ստեփանյանը, իսկ նույն բաժնի համայնքային ոստիկան, ոստիկանության լեյտենանտ Արթուր Այվազյանը ստացել էր մարմնական վնասվածքներ և տեղափոխվել Արմավիրի բժշկական կենտրոն։ Ոստիկաններին մեկ օր անց հաջողվել էր ձերբակալել Մանուկ Մարգարյանին։

Նույնիսկ իշխանությանը լոյալ իրավապաշտպանները փաստում են, որ ոստիկանության գործողությունները ոչ կոմպետենտ են եղել։ Մասնավորապես, զինված տղամարդուն վնասազերծելու համար դեպքի վայր են ուղարկել անզեն օպերլիազորների, թեպետ, ըստ կարգի, պետք է ուղարկեին զինված և զենք կրելու ընդունակ պարեկների։

Փաստացի, ոստիկանության ղեկավարությունը ձախողել է նույնիսկ սեփական շարքերի պաշտպանվածությունը։ Ի՞նչ պիտի մտածի ՀՀ շարքային քաղաքացին՝ տեսնելով անպաշտպան ոստիկանի։
