ԱԻ նախկին նախարար Անդրանիկ Փիլոյանը մեղավոր է ճանաչվել

ՀՀ Արտակարգ իրավիճակների նախկին նախարար Անդրանիկ Փիլոյանը մեղավոր է ճանաչվել։
Մասնավորապես, Հակակոռուպցիոն դատարանը՝ դատավոր Տիգրան Դավթյանի նախագահությամբ, հրապարակել է ԱԻ նախկին նախարար Անդրանիկ Փիլոյանի և մյուսների գործով վերդիկտը, համաձայն որի՝ մեղադրյալներ Վիգեն Գրիգորյանը, Արտակ Բեյբությանը, Վիգեն Մկրտչյանը, Արթուր Օհանյանը և Հրաչյա Երեմյանը մեղավոր են ճանաչվել առաջադրված մեղադրանքներում։
Արա Յաղջյանն արդարացվել է, Աշոտ Հակոբյանը հոդվածներից մեկով արդարացվել է, մի մասով՝ դատարանը մեղադրանքը վերաորակել է։ Նա մեղավոր է ճանաչվել խարդախություն կատարելու համար, որը տեղի է ունեցել մի խումբ անձանց կողմից նախնական համաձայնությամբ, իշխանական կամ ծառայողական լիազորությունները կամ դրանցով պայմանավորված ազդեցությունն օգտագործելով և խոշոր չափերով։
Անդրանիկ Փիլոյանի մեղադրանքի դրվագներից մեկը՝ խոշոր չափերով կաշառք ստանալը (երկու դրվագ) վերաորակվել է ՀՀ ՔՕ 255-րդ հոդվածով՝ խարդախությամբ։ Նա մեղավոր է ճանաչվել պաշտոնեական լիազորույունները չարաշահելու, խարդախության և կաշառք ստանալու մեղադրանքներով։ Պատժի հարցին դատարանը կանդրադառնա լրացուցիչ դատալսումների փուլում։ Լրացուցիչ դատալսումների առաջին դատական նիստը տեղի կունենա սեպտեմբերի 20-ին։
Հիշեցնենք, որ Անդրանիկ Փիլոյանը, վերջինիս խորհրդականը, ինչպես նաև ԱԻ նախարարության 10-ից ավելի աշխատակիցներ, այդ թվում` տարբեր ստորաբաժանումների ղեկավարներ մեղադրվում են առանձնապես խոշոր չափերով կաշառք ստանալու, դրան օժանդակելու, պաշտոնեական դիրքը չարաշահելու, խարդախության եղանակով խոշոր չափերով հափշտակություն կատարելու, ինչպես նաեւ խոշոր եւ առանձնապես խոշոր չափերով ապօրինի վարձատրություն ստանալու, տալու եւ այլ չարաշահումների մեջ:
Մասնավորապես, ըստ քրեական գործի՝ նախաքննությամբ պարզվել է, որ նախարարության հետ համագործակցող ՍՊ ընկերության օգտին ակնհայտ ապօրինի գործողություններ կատարելու և ծառայության գծով հովանավորչության, այն է՝ հիշյալ ընկերության տնօրենի կողմից նախարարության հարևանությամբ բազմաբնակարան շենք կառուցելու համար անհրաժեշտ թույլտվություններ ձեռք բերելու հարցում համապատասխան պաշտոնատար անձանց բարեխոսելու, ինչպես նաև նույնպիսի ծառայություններ մատուցող այլ տնտեսվարողի համար խոչընդոտներ ստեղծելու համար ԱԻ նախարար Ա. Փիլոյանը իր խորհրդական Ա. Հ.-ի օժանդակությամբ 2022 թ.-ին ստացել է խոշոր չափերով` 1000000 ՀՀ դրամ կաշառք:
