Սահմանադրական փոփոխությունների հանրաքվեն՝ 3 տարի ա՞նց. «Փաստ»

«Փաստ» օրաթերթը գրում է.
vedomosti.ru-ն «Հայաստանը պատրաստ է Ղարաբաղը հանել Սահմանադրությունից, բայց 2027 թվականից ոչ շուտ» վերնագրով հոդվածում գրում է, որ Հայաստանի նոր Սահմանադրության հանրաքվեն նախատեսվում է անցկացնել մինչև 2027 թվականը, օգոստոսի 29-ին լրագրողներին ասել է երկրի արդարադատության նախարար Գրիգոր Մինասյանը։ Նրա խոսքով, ժամկետները որոշվել են սահմանադրական բարեփոխումների հանձնաժողովում աշխատանքային քննարկումների ժամանակ։ Նիկոլ Փաշինյանը դեռ հունվարին էր խոսել նոր հիմնարար օրենքի անհրաժեշտության մասին։ Նրա խոսքով, Հայաստանը պետք է ստանա Սահմանադրություն, «որը հանրապետությունը կդարձնի ավելի մրցունակ և կենսունակ նոր աշխարհաքաղաքական և տարածաշրջանային պայմաններում»։
Միաժամանակ նա հավելել էր, որ խորհրդարանական կառավարման ձևն ամենահարմարն է երկրի համար և հաշվի է առնում ժողովրդի «ժողովրդավարական նկրտումները»։ Ադրբեջանի նախագահ Իլհամ Ալիևը բազմիցս է խոսել Բաքվի և Երևանի միջև խաղաղության պայմանագրի կնքման անհնարինության մասին առանց Հայաստանի Սահմանադրության փոփոխության։ Խոսքը Հայաստանի Սահմանադրության նախաբանում Հայաստանի Անկախության հռչակագրին հղման մասին է, որը պարունակում է «Հայաստանը Լեռնային Ղարաբաղին վերամիավորելու մասին» կետ: Ադրբեջանի իշխանությունները դա համարում են դե յուրե Հայաստանի տարածքային պահանջներ Ադրբեջանի նկատմամբ։ Քաղաքագետ Արթուր Աթաևի կարծիքով, Սահմանադրության փոփոխությունն անհրաժեշտ է նաև գործող իշխանությունների վրա ընդդիմության ճնշումը նվազեցնելու համար։
Նրանց դեմ հայ հասարակության շրջանում բազմաթիվ դժգոհություններ են կուտակվել, և նոր Սահմանադրության վրա աշխատանքը գոլորշի բաց կթողնի։ Թերևս հանրային քննարկման ժամանակ կբարձրացվի երկրում բազմաթիվ համախոհներ ունեցող կառավարման նախագահական ձևին վերադառնալու հարցը։ Բացի այդ, օրենքի նոր տարբերակով կարող են առաջարկվել մարզերի կայուն զարգացման նոր վարչատարածքային բաժանման առաջարկներ, կարծում է փորձագետը։ Աթաևի խոսքով, Հայաստանի իշխանությունները հնարավորություն ունեն հանրաքվեով հասնելու նոր Սահմանադրության ընդունմանը, քանի որ քաղաքացիները պատրաստ են փոփոխությունների։ Սակայն 2027 թվականը որպես հանրաքվեի ամսաթիվ սահմանելը վատ ազդանշան է հայադրբեջանական բանակցային գործընթացի համար, քանի որ մինչև այդ տարին Հայաստանի իշխանությունները ադրբեջանական կողմի պահանջների կատարումը դադարի տակ կդնեն, կարծում է ՄԳԻՄՕ-ի Կենտրոնական Ասիայի բաժնի ղեկավար Ստանիսլավ Պրիտչինը:
«Դա նշանակում է, որ առնվազն մինչև 2027 թվականը Բաքուն և Երևանը խաղաղության համաձայնագիր չեն ստորագրի»,պարզաբանել է փորձագետը։ Միաժամանակ, հիշեցնենք, որ հաջորդ խորհրդարանական ընտրությունները Հայաստանում պետք է անցկացվեն 2026 թվականին:
