«Փաստ» օրաթերթը գրում է.

Կազմակերպված հանցավորության և կոռուպցիայի լուսաբանման միջազգային կենտրոնը՝ OCCRP-ն, որ աշխարհում հետաքննություններ իրականացնող խոշորագույն նախագիծ է, ծավալուն հետաքննություն է իրականացրել և պնդում է, որ Ադրբեջանի նախագահ Իլհամ Ալիևի ավտորիտար վարչակազմը խոչընդոտել է շրջափակված Արցախ հումանիտար բեռներ փոխադրելուն, ինչը կենսական նշանակություն ուներ լիակատար շրջափակման մեջ հայտնված 100 հազար մարդու համար: Նշվում է, որ, ըստ այդմ, խոչընդոտներ են ստեղծվել թե՛ Արցախում գործող միակ միջազգային մարդասիրական կազմակերպության՝ Կարմիր խաչի միջազգային կոմիտեի գործունեության, թե՛ ռուսական խաղաղապահ զորակազմի համար։ Հիշեցնենք, որ Լաչինի միջանցքի արգելափակումը սկսվեց Նիկոլ Փաշինյանի կողմից 2022 թ. հոկտեմբերին Արցախն Ադրբեջանի մաս ճանաչելուց հետո։

Հետաքննության հեղինակները նշում են, որ ադրբեջանցիները ամեն կերպ խոչընդոտել են մարդասիրական բեռների տեղափոխմանը՝ մեքենաների լրացուցիչ ստուգումների, թույլտվությունների համար պատասխանները տևական ձգձգելու, տարբեր այլ միջոցներով։ Ալիևին այդ հարցում օգնել է Կարմիր մահիկի տեղական բաժանմունքը՝ ոտնահարելով մայր կազմակերպության որդեգրած սկզբունքները։ Ադրբեջանի գործողությունների հետևանքով Կարմիր խաչն արդեն 2023 թ. հուլիսի վերջին դադարեցրել էր մարդասիրական օգնության տեղափոխումը, իսկ ռուս խաղաղապահները օգնություն կարողանում էին տեղափոխել միայն օդով, այն էլ օբյեկտիվորեն չափազանց քիչ քանակությամբ։

Հիշեցնենք, որ Հաագայի Արդարադատության միջազգային դատարանը վճռել էր, որ Ադրբեջանը պարտավոր էր ապահովել «անխոչընդոտ տեղաշարժը» Լաչինի միջանցքով, սակայն նույնիսկ դրանից հետո էլ Բաքուն շարունակել է լրջորեն սահմանափակել Կարմիր խաչի գործունեությունը. մարդասիրական կազմակերպությանը թույլ չի տրվել լիարժեք իրականացնել ծանր հիվանդների տարհանումը Հայաստան, բավարար պաշարներ՝ այդ թվում վառելիք, դեղորայք հասցնել մատակարարումներից ամբողջովին զրկված բնակչությանը։ Ինչպես հետագայում հայտնել էր Հատուկ հանձնարարություններով նախկին դեսպան Էդմոն Մարուքյանը, Ֆրանսիան և Եվրամիությունը երաշխավորել էին Արցախի բնակչության պաշտպանությունը, բայց հրաժարվել կատարել իրենց պարտավորությունները Ադրբեջանի սանձազերծած սեպտեմբերյան զտումների ժամանակ։

Իսկ թե ինչպես էր Հայաստանի գործող իշխանությունը, մեղմ ասած, աջակցում Ադրբեջանին զտումների հարցում, ի թիվս այլ հանգամանքներից, կարելի է դատել հենց թեկուզ ազդեցիկ քպականների հայտարարություններից։ Օրինակ՝ սեպտեմբերյան էթնիկ զտումներից հետո քպական պատգամավոր, իսկ ներկայում՝ էկոնոմիկայի նախարար Գևորգ Պապոյանը հայտարարել էր, թե՝ «եթե ուզում եք ճիշտն իմանալ, Հայաստանի իրական անկախության օրը ոչ թե սեպտեմբերի 21-ն է, այլ սեպտեմբերի 19-ը», այսինքն՝ այն օրը, երբ հայաթափվեց Արցախը։
