Եղբայրնե՛ր և քույրե՛ր, սիրելի՛ հայեր, սիրելի՛ արցախցիներ,
 
Արցախի անկախությունը հռչակվել է 1991 թ. սեպտեմբերի 2-ին: Այս հիշարժան օրվան նախորդել են ադրբեջանական ագրեսիային դիմակայելու տարիները, բազմաթիվ զոհերը և զանգվածային ու էթնիկ զտումները: Արցախցիներն իրենց անկախության համար շատ բարձր գին են վճարել։ Բայց այսօր, առաջին անգամ, արցախահայությունն այս կարևոր օրը դիմավորում է ոչ թե իրենց հայրական գողտրիկ օջախներում, այլ օտարության մեջ:
 
Հարգելի արցախցիներ, այսօր Ձեզ հետ միասին ապրում եմ կորստի դառնությունը և իմ պարտքն եմ համարում խորին ցավակցությունս հայտնել բոլոր նրանց, ովքեր Հայաստանի ներկայիս ղեկավարության ոչ կոմպետենտ և դավաճանական գործողությունների արդյունքում ստիպված լքել են իրենց հայրենիքը, ցեղասպանության սպառնալիքի տակ լքել իրենց նախնիների հողը՝ զրկվելով նրանց գերեզմաններ այցելելու հնարավորությունից: Սա իսկական ողբերգություն է արցախցիների, նրանց երեխաների, բոլոր հայերի համար։ Արցախի Հանրապետության շատ արժանավոր զավակներ մինչ օրս առանց որևէ պատճառի տանջվում են ադրբեջանական բանտերում, իսկ վախկոտ ռեժիմը վախենում է անգամ հիշատակել այդ մասին։
 
Կատարվածի մեղավորները հայտնի են։ Նրանք վաղ թե ուշ կրելու են իրենց արժանի պատիժը։ Մենք թույլ չենք տա մոռանալ այդ մասին։
 
Այսօր արցախցիներն ապրում են իրենց օջախները վերադառնալու մտքերով և հույսով։ Անշուշտ, Արցախի բնիկ ժողովուրդը կվերադառնա իր պատմական տարածքներ, որոնք պահպանում են ոչ միայն հայկական, այլև համաշխարհային քրիստոնեական մշակույթի մեծ ժառանգությունը։ Մենք կվերականգնենք արդարությունը։ Արցախցիները պետք է ապրեն իրենց հողի վրա և սիրով մշակեն այն, պետք է իրավունք ունենան աղոթել իրենց նախնիների ձեռքով կառուցված տաճարներում։
 
Ոչ մի փորձություն, դառը կորուստ ու դժվարություն չի կոտրի Արցախի ժողովրդի ոգին ու հպարտությունը։ Մենք ձեզ հետ միասին հավատում ենք ապագային և հավատում ենք մեր Հաղթանակին։ Մենք հավատում ենք արդարության հաղթանակին և ամեն ինչ կանենք դրա համար:
 
Սիրելի՛ հայրենակիցներ, սիրելի՛ Արցախցիներ, մաղթում եմ Ձեզ համբերություն, խաղաղություն և վստահություն վաղվա օրվա նկատմամբ, առողջություն, երջանկություն և խաղաղ երկինք:
