Սա ԱԳՆ-ի ամենաաբսուրդագույն հայտարարությունը կարող է լինել։ Այս մասին այսօր՝ օգոստոսի 30-ին, «Կոդ 070. ինչո՞ւ արցախցիները չեն կարողանում Շենգենյան վիզա ստանալ» թեմայով քննարկման ժամանակ նշեց Արցախի Մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը՝ անդրադառնալով նրան, որ այս խնդրի համատեքստում Հայաստանի ԱԳՆ-ն պարզաբանմանը թե այլ երկրների հետ Հայաստանի իրավակարգավորման դաշտը վերաբերում է միայն ՀՀ քաղաքացիներին:
«Նախ Հայաստանը և ԵՄ իմ նշած երկրները հանդիսանում են փախստականների կոնվենցիայի անդամ և ըստ այդմ իրենց միջև հարաբերությունները վերաբերում են նաև իրենց պետությունների տարածքում գտնվող փախստականներին։ Հետո, արցախցիներին վերցրել ես քո պաշտպանության ներքո և հետո ասում ես, որ իմ փոխհարաբերությունների վերաբերում է միայն իմ քաղաքացիների՞ն: Այդ պարագայում չվերցնեիր քո պաշտպանության ներքո, այլ թողնեիր գնային այլ պետության փախստականի կարգավիճակ ստանային»։
Ինչ վերաբերում է փախստականի վկայականին, Ստեփանյանը նկատեց, որ դա պհանջում է միայն Հայաստանի սահմանապահը ՀՀ տարածքից դուրս գալիս եւ ՀՀ տարածք մտնելիս. «Որեւէ այլ պետություն այդ վկայականին ուշադրություն չի դարձնում:
ՀՀ ԱԳՆ-ն պետք է շրջաբերական ուղարկեր Հայաստանում հավատարմագրված դիվանագիտական ներկայացուցչություններին եւ հայտներ, որ 070 կոդով անձնագրերը համարվում են տվյալ անձանց անձը հաստատող վավեր փաստաթղթեր եւ չեն կարող խտրական վերաբերմունքի արժանանալ: ԱԳՆ-ն կարող է նաեւ արձանագրել, որ այս անձանց՝ այլ պետությունում գտնվելու ժամանակահատվածում ՀՀ դեսպանությունը հանդես է գալիս որպես նրանց հովանավոր: Խոսքը ոչ թե ֆինանսական հովանավորության մասին չէ, այլ իրավական, որ նրանք ՀՀ պաշտպանության ներքո են գտնվում»,- ընդգծեց Գեղամ Ստեփանյանը:
