«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Օտարերկրացիների մասին» և «Պետական տուրքի մասին» օրենքներում: Նախագծով ակնկալվում է ապահովել Հայաստանի Հանրապետությունում օտարերկրյա քաղաքացիներին կացության կարգավիճակների տրամադրման էլեկտրոնային մեկ միասնական հարթակի ներդրումը։ Նախագծի կարգավորման նպատակն է օտարերկրացիներին Հայաստանի Հանրապետությունում կացության կարգավիճակների տրամադրման և օտարերկրացիների հաշվառման վարչարարության իրականացումը դարձնել ավելի դյուրին՝ օտարերկրացիներին մատուցվող ծառայությունների կառավարման էլեկտրոնային միասնական հարթակի ներդրման միջոցով։ Ներկայում խնդիր է դրվել workpermit.am հարթակի օրինակով թվայնացնել օտարերկրյա քաղաքացիներին մյուս հիմքերով կացության կարգավիճակների տրամադրման գործընթացը, ներդնել օտարերկրացիներին մատուցվող ծառայությունների կառավարման էլեկտրոնային միասնական հարթակ։

Հարթակին հասանելիություն կունենան գործընթացներում ներգրավված բոլոր պետական կառավարման մարմինները, իսկ տվյալների շտեմարանից կկարողանան օգտվել բոլոր շահագրգիռ մարմինները։ Հարթակի ներդրումը հնարավորություն կտա ապահովել Հայաստանում օրինական բնակվող օտարերկրացիների նույնականացումը, պարզեցնել մեր երկրում կացության կարգավիճակ ստանալու համար դիմում ներկայացնելու ընթացակարգը, հստակեցնել կացության կարգավիճակների ձևերը՝ ընդլայնելով տրամադրման հիմքերը, թվայնացնելով դիմումների ներկայացման և քննարկման գործընթացները, ապահովել Հայաստանում բնակվող օտարերկրացիների ամբողջական հաշվառումը, նույնականացումը և նրանց հասանելիությունը քաղաքացիներին մատուցվող ծառայություններին, պարզեցնել և հստակեցնել Հայաստանի Հանրապետությունում ներդրումներ իրականացնելու և ձեռնարկատիրական գործունեություն իրականացնելու մտադրություն ունեցող օտարերկրացիների օրինական կացության կազմակերպման գործընթացը, իրականացնել Հայաստանում օրինական բնակվող օտարերկրացիների վերաբերյալ առավել համընդգրկուն և ամբողջական վիճակագրության հավաքագրումը։

Օրենքների նախագծերի ընդունման դեպքում պետական կամ տեղական ինքնակառավարման մարմնի բյուջեում նախատեսվում է եկամուտների ավելացում: Նախագծով սահմանվել է պետական տուրք՝ օրինական բնակության իրավունքը հավաստող փաստաթղթի տրամադրման դիմումի վարույթի իրականացման համար։
