Ձմռանը հոսանքի համար, միևնույն է, թանկ ենք վճարում

Երբ նախորդ տարվա ամռանը Հանրային ծառայությունները կարգավորող հանձնաժողովը որոշում կայացրեց շուրջ 7 դրամով էլեկտրաէներգիայի սակագինը բարձրացնելու մասին, սկսվեց բողոքի հսկայական ալիք, որի հետագա ճնշման տակ, ի վերջո, կայացվեց որոշում: Թեև սակագնի վերանայում չեղավ, այդուհանդերձ, անցում կատարվեց դրա սուբսիդավորմանը հետևյալ սկզբունքով. մինչև 250 կիլովատտ ամսական ծախս ունեցող սուբյեկտները կստանան սակագնի սուբսիդավորում՝ նույն 6.93 դրամի չափով: Եթե ամռան ամիսներին սա նշանակեց, որ սովորական քաղաքացիների վրա, ըստ էության, հոսանքի թանկացումը չի ազդելու, ապա ձմռան ամիսներին այս իրավիճակը հակառակ պատկերն ունի:
Բանն այն է, որ ձմռան ամիսներին հոսանքի ծախսը ավելի շատ է քան ամռանը, և սա պայմանավորված է մի շարք բնական հանգամանքներով՝ նախ և առաջ, ձմռան ցուրտ ամիսներին ջեռուցման վրա կատարված հոսանքի ծախսով: Եթե քաղաքացին բնակարանի ջեռուցման համար օգտագործվում է էլեկտրական ջեռուցման համակարգեր, ապա նա միանշանակ գերազանցում է սուբսիդավորման սահմանաչափը: Տարբեր հաշվարկ-հարցումների համաձայն՝ միջին մակերեսի բնակարանի ջեռուցման համար ծախսվում է ամսական 800-1000 կիլովատտ էլեկտրաէներգիա:
Սրանից բացի, այլ ջեռուցման համակարգերի օգտագործման ժամանակ ևս անմասն չի մնում հոսանքի օգտագործումը և ժամանակակից ջեռուցման կաթսաները ևս ծախսում են որոշակի հոսանք: Եթե սրան գումարենք բնակլիմայական ազդեցության հետևանքով օրվա լուսավոր ժամի տևողութան կրճատումը, ապա կհասկանանք, որ ավելացել է նաև լուսավորության համար օգտագործվեղ հոսանքի ծախսը: Այս ամենի հանրագումարում պարզ է դառնում, որ այս ձմեռային ամիսներին հազվադեպ կգտնվեն այպիսի սուբյեկտներ, որոնք մեկ ամսվա ընթացքում կծախսեն 250 կիլովատտից քիչ հոսաք, և ավտոմատ կերպով կզրկվեն սուբսիդավորումից՝ վճարելով ավելի թանկ, քան նախկինում:
Խնդրի լուծման համար կարևոր քայլ կլիներ սուբսիդավորման հատկացման կարգի վերանայումը: Օրինակ՝ եթե նախկին կարգը սուբսիդավորում է միայն այն սուբյեկտներին, որոնց ամսական ծախսը չի գերազանցում 250 կիլովատտը, ապա ավելի ճիշտ կլիներ, եթե այն ունենար հետևյալ բովանդակությունը. սուբսիադավորումը կիրառել բոլոր սուբյեկտների ամսական ծախսի 250 կիլովատտի համար: Սա կնշանակի, որ եթե քաղաքացին գերազանցել է 250 կիլովատտ ամսական ծախսը, ապա դրա համար կվճարի հետևյալ սկզբունքով՝ 250 կիլովատտ սուբսիդավորված սակագնով, իսկ դրանից ավել ծախսն արդեն թանկ սակագնով:
Սա, իհարկե, միայն մասնակի լուծում կլինի հարցին, սակայն այն որոշակիորեն կթեթևացնի բնակչության սոցիալական բեռը և նաև հնարավորություն ու լրացուցիչ խթան կլինի քաղաքացիներին հոսանքի ծախսի տնտեսում իրականացնելու համար:
