Ոստիկանությունը վարչական վարույթ է հարուցել օրերս Բելառուսի դեսպանատան մոտ տեղի ունեցած միջադեպի կապակցությամբ, երբ մի խումբ անձինք, ի նշան բողոքի ընդդեմ Բելառուսի նախագահի հայտարարությունների, ձվեր և լոլիկներ էին նետել դեսպանատան վրա։ Ընդ որում, արևմտամետները սկզբնապես հայտարարել էին, թե քրեական վարույթ են նախաձեռնել, բայց հետո հստակեցրել էին, որ խոսքն ընդամենը վարչական վարույթի մասին է։ Դիվանագիտական ներկայացուցչությունների տարածքը հսկելու պարտականությունն ԱԱԾ-ինն է, որը, հիշեցնենք, անգործություն էր դրսևորել միջադեպի ժամանակ։

Ցանկացած երկրում նման դեպքերում քրեական գործ կհարուցեին, մեղավորներին կպատժեին։ Հայաստանում վարչական վարույթ են հարուցել, այն էլ ոչ թե վանդալիզմի հոդվածով, այլ ոստիկանությանը պատշաճ չիրազեկելու համար։ Այս ամենը վկայում է, որ ինչ-որ ներքին պայմանավորվածություն ու խաղ է գնում հաստիքային արևմտամետների ու փաշինյանական վարչախմբի միջև։

Մի կողմից, ՀԱՊԿ գծով դաշնակիցներին են հանգստացնելու, թե վարույթ կա, մյուս կողմից էլ՝ բարձրացնելու են արևմտամետ ներկայացող քաղաքական խմբավորումների վարկանիշը թե՛ Հայաստանում, թե՛ Արևմուտքում, իբր տեսեք, նրանց հետապնդում են։

Խորհրդարանական արտահերթ կամ հերթական ընտրությունների պատրաստվող իշխանությանն օդուջրի պես անհրաժեշտ է սեփական «ընդդիմությունը» ստեղծել, արմատական ընդդիմության փոխարեն քարշ տալ խորհրդարան, իսկ այնտեղ օգտվել նրանց ծառայություններից։ Թերևս, դա է պատճառը, որ իշխանությունն ու իր խամաճիկ ուժերը ֆարս են բեմադրում՝ փորձելով շեղել հանրությանը։
