«Փաստ» օրաթերթը գրում է.

rbc.ru-ն «Կկարողանա՞ն, արդյոք, Հայաստանն ու Ադրբեջանը խաղաղության պայմանագիր կնքել 2024 թվականին» վերնագրով հոդվածում գրում է, որ և՛ Նիկոլ Փաշինյանը, և՛ Իլհամ Ալիևը այս տարվա գարնանը խոսել են խաղաղության պայմանագիր կնքելու պլանների մասին՝ նախքան ՄԱԿ-ի կլիմայի համաժողովը, որը տեղի կունենա Բաքվում 2024 թվականի նոյեմբերի 11-ից 22-ը։ Այնուամենայնիվ, վերջին ամիսներին Ադրբեջանը Հայաստանին երկու նոր պահանջ է առաջադրել: Առաջինը՝ աջակցել Բաքվի պահանջին՝ լուծարել ԵԱՀԿ Մինսկի խումբը, երկրորդ՝ փոխել Հայաստանի Սահմանադրությունը, որը հղում է պարունակում երկրի Անկախության հռչակագրին:

rbc.ru-ի հետ զրուցած փորձագետների կարծիքով, ներկա պայմաններում կողմերը մինչև 2024 թվականի վերջը խաղաղության համաձայնագիր չեն ստորագրի։

«Ադրբեջանական կողմն առաջարկում է ստորագրել միջպետական հարաբերությունների հիմնարար սկզբունքների մասին փաստաթուղթ և այնտեղ արձանագրել խաղաղության պայմանագրի գործող տեքստի այն հատվածները, որոնց շուրջ կա փոխադարձ համաձայնություն։ Հայկական կողմը հրաժարվում է դրանից,- rbc.ru-ին ասել է ադրբեջանցի քաղաքագետ, Հարավային Կովկասի հետազոտությունների կենտրոնի ղեկավար Ֆարհադ Մամեդովը,- նրանք պնդում են, որ Սահմանադրության նախաբանը խոչընդոտ չէ խաղաղության պայմանագրի համար։ Բայց մենք չենք տեսել Հայաստանի Սահմանադրական դատարանի միանշանակ գնահատականը, հետևաբար, համաձայնագիրը ստորագելու առումով մենք վտանգ ենք տեսնում, որ ստորագրված փաստաթուղթը չի համապատասխանի Հայաստանի Սահմանադրությանը»։

Հայ քաղաքագետ Հրանտ Միքայել յանը կարծում է, որ կողմերը ավելի շուտ մոտենում են «պատերազմի, քան խաղաղության»։ Նա ուշադրություն է հրավիրել այն փաստի վրա, որ վերջին օրերին Բաքուն բազմիցս է մեղադրել Երևանին սահմանային գնդակոծության մեջ, որը հայկական ռազմական գերատեսչությունը սուտ է անվանել։ Սա, ըստ Միքայել յանի, վկայում է «ադրբեջանական կողմից սահմանամերձ շրջանների ռազմականացման մասին»։ «Հայաստանը, ըստ էության, զիջումների գնաց Ադրբեջանի բազմաթիվ պահանջներին, այդ թվում՝ մի քանի ամիս առաջ նրան փոխանցելով սահմանին գտնվող մի շարք տարածքներ, որից հետո Հայաստանում ներքաղաքական բախումներ եղան,- հիշեցրել է փորձագետը, - Մինսկի խմբի հետ կապված Փաշինյանն արդեն գնացել է նման զիջման: ԱԳՆ-ի և վարչապետի գրասենյակի բոլոր պաշտոնական հայտարարություններում Մինսկի խումբը այլևս չի նշվում։ Բայց Փաշինյանի դիրքորոշումն այն է, որ Մինսկի խմբի ֆորմալ լուծարումը պետք է ընթանա խաղաղության պայմանագրի կնքմանը զուգահեռ»։ Սահմանադրությունը փոխելու պահանջը Միքայելյանն անվանել է «վերջնագիր մի շարք այլ վերջնագրերի մեջ»։ «Չնայած Հայաստանի ներկայիս իշխանությունը պատրաստ է անգամ նման զիջումների, բայց նա դա ուղղակի ի վիճակի չէ իրականացնել, Հայաստանում պետք է հանրաքվե լինի, բայց, ըստ հարցումների, բնակչության ճնշող մեծամասնությունը դեմ է դրան»,- եզրափակել է փորձագետը։
