Հայաստանում նոր ատոմակայան կառուցելու հարցում ՀՀ գործող իշխանությունները կողմնորոշվել են։ Արտաքին քաղաքական վեկտորը փոխելու իրենց քայլերի տրամաբանության մեջ որոշել են դիմել ԱՄՆ-ին՝ 123-րդ համաձայնագրին միանալու համար, ինչը թույլ կտա ստանալ ամերիկյան միջուկային քաղաքացիական տեխնոլոգիաներ։ Տեղեկությունը հայտնել է ԱՄՆ պետդեպի խոսնակը։ Նրա խոսքով, ամերիկյան կառավարությունը չի բացահայտում բանակցային գործընթացի մանրամասները, բայց Պետդեպը պատշաճ ուշադրություն է դարձնում Հայաստանի դիմումին 123-րդ համաձայնագրին միանալու համար։

Ամերիկյան դաշնային օրենքի համաձայն՝ այլ երկրներին միջուկային տեխնոլոգիաներ փոխանցելու համար պահանաջվում է ստորագրել Ատոմային էներգիայի գործակալության ակտի 123-րդ բաժինը։ Թարմացված վերջին տվյալներով՝ Վաշինգտոնը նման համաձայնություններ ունի 48 երկրների և տարածքների հետ։ Եթե Հայաստանը միանա այդ օրենքին, այն կարող է ճանապարհ բացել Հայաստանում ամերիկյան ատոմակայան բացելու համար։

Դեռ մայիսին Երևանը հայտնել էր, որ նոր ատոմակայանի կառուցման հարցով բանակցություններ է վարում Միացյալ Նահանգների, Ռուսաստանի և Հարավային Կորեայի հետ։ Հուլիսի սկզբին Հայաստանի անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանն, անդրադառնալով նոր ատոմակայանի կառուցմանն, ասել էր, որ պրոցեսն առարկայական փուլ է մտել․ Երևանը Վաշինգտոնի հետ իրավապայմանագրային դաշտի կարգավորումն է քննարկում՝ նշելով, որ այս պահին գնդակն Ամերիկայի դաշտում է։

Ռուսաստանը չափազանց խանդոտ է այս հարցում, պնդում է, որ նոր ռեակտորը կառուցի ռուսական կողմը՝ ռուսական տեխնոլոգիաներով։ Ռուսաստանն այժմ արդիականացրել է Մեծամորի ատոմակայանի աշխատանքը՝ այն երկարաձգելով մինչև 2036 թվականը։ Մինչ այդ նոր ատոմակայանը պետք է կառուցված լինի։

Ատոմային էներգետիկան ոչ միայն տնտեսական, այլև քաղաքական բաղադրիչ ունի, և նոր ատոմակայանի համար ոչ թե ՌԴ-ին, այլ ԱՄՆ-ին դիմելու փաշինյանական վարչախմբի որոշումը հերթական քայլն է հայ-ռուսական հարաբերությունների վատթարացման ճանապարհին։
