«Փաստ» օրաթերթը գրում է.

infoya.ru-ն «Փորձագետ. Պուտինի այցը Բաքու արտացոլում է Անդրկովկասում նոր աշխարհաքաղաքական իրողությունները» վերնագրով հոդվածում գրում է, որ Ռուսաստանի նախագահ Վլադիմիր Պուտինը երկօրյա պետական այցով մեկնել է Բաքու։ Պուտինն ու Ալիևը բանակցություններ են վարել նեղ և ընդլայնված կազմով, ինչպես նաև ստորագրել են մի շարք փաստաթղթեր։

Մոսկվայի մշակույթի պետական ինստիտուտի պրոֆեսոր Միխայիլ Սմոլինի կարծիքով, Ադրբեջանի՝ որպես Կովկասում Ռուսաստանի գլխավոր դաշնակցի մասին խոսելը վաղաժամ է, «պարզապես ստեղծվել է մի իրավիճակ, երբ հարևան հայկական պետությունում իշխանության են արևմտամետ ուժերը, որոնք լիովին փչացրել են հարաբերությունները Ռուսաստանի հետ»:

«Բացի այդ, տարածաշրջանում տեղի է ունեցել ուժերի հավասարակշռության փոփոխություն, Հայաստանը կորցրել է Ղարաբաղը, իսկ Ադրբեջանը վերելք է ապրում: Ուստի, Ռուսաստանին անհրաժեշտ է սերտ կապեր հաստատել Ադրբեջանի հետ։ Այդ առումով երկրների միջև միշտ էլ եղել է լավ առևտուր, շփումներ ռազմական ոլորտում, նախագծեր էներգետիկ ոլորտում։ Այդ առումով Վլադիմիր Պուտինի այցն Ադրբեջան հարգանքի տուրք է Անդրկովկասի այդ հատվածում ստեղծված իրավիճակին։ Եթե Հայաստանը որոշել է ընտրել արևմտյան դաշնակիցներին, ապա Ռուսաստանը եթե անգամ չանցնի Ադրբեջանի կողմը, ապա պետք է գոնե կարգավորի հարաբերությունները, որոնք լարված էին այն ժամանակ, երբ Հայաստանն էր Կրեմլի ռազմավարական գործընկերը։ Բացի այդ, Ադրբեջանը Թուրքիայի դաշնակիցն է, իսկ Ռուսաստանը Թուրքիայի հետ նորմալ հարաբերությունների հեռանկարներ ունի։ Միևնույն ժամանակ, չպետք է չափազանցնել, թե իբր Ռուսաստանը նոր ռազմավարական գործընկեր է ընտրել Անդրկովկասում, այս ամենը բավականին հեռու է դրանից, մանավանդ, որ մնում են հույսեր, որ Հայաստանը երկար չի մնա արևմտյան ազդեցության տակ, կլինի նոր իշխանություն, և Ռուսաստան-Հայաստան հարաբերությունները կբարելավվեն»,- ասել է պրոֆեսորը։

Փորձագետի կարծիքով, «Բաքվի համար Ռուսաստանի հետ հարաբերությունները զարգացնելու շահագրգռվածությունն այն է, որ Ադրբեջանը ցանկանում է զարգացնել տնտեսական հարաբերությունները Ռուսաստանի հետ, քանի որ երկրներն ունեն շատ լավ առևտրային հաշվեկշիռ, բացի այդ, առկա է ադրբեջանական հսկայական սփյուռք Ռուսաստանի տարածքում։ «Ռուսաստանում կամ Ռուսաստանի հետ առևտրով շատ ադրբեջանցիներ են լավ գումարներ վաստակում։ Այդ առումով խնդիրներ չկան, և Ադրբեջանը կցանկանար շարունակել լավ հարաբերություններ պահպանել։ Բայց այլ հարց է այն, որ եթե Ադրբեջանի ախորժակը չսահմանափակվի միայն Լեռնային Ղարաբաղի տարածքով, և հնարավոր չլինի ամբողջությամբ լուծել այդ հարցը Հայաստանի հետ, և եթե Թուրքիայի ծավալապաշտական քաղաքականությունը շարունակի դեր խաղալ տարածաշրջանում, ապա մեծ չի լինի Ռուսաստանի և Ադրբեջանի բարեկամության հավանականությունը»,- եզրափակել է պրոֆեսոր Միխայիլ Սմոլինը։
